Every teacher, doctor, social worker or probation officer knows that behind them stands a restless army of overseers, equipped with a panoply of league tables, star ratings, user opinion surveys, performance indicators and the like with which to judge them. This increased scrutiny and performance measurement has undoubtedly produced improved public services. Yet we still have a limited understanding about how this information can be best used to bring about improvements in performance. What goes on inside the 'black box' of public organisations to move from information to action, or from 'knowing' to 'doing'? This book tackles this important question by reviewing a wide range of performance mechanisms. It explores how information about performance can be translated into improvements in services and, conversely, why this does not always happen in practice.

Available in PDF, EPUB and Kindle. Book excerpt: We consider two interpretations of the role of external inspection in the public services, in the context of publicly funded work-based training programmes for young people. The first is that inspection provides substantive information to buyers concerning training quality, thereby improving efficiency in the 'training market'. The second is that it provides procedurally-oriented reassurance concerning service quality to government and the public, irrespective of substantive quality. Evidence is drawn from the inspection procedures and reports of the Adult Learning Inspectorate between 2001 and 2005. The inspectors rated training providers on various attributes, some clearly procedural, others potentially substantive. We find that while inspectors took both procedural and substantive dimensions of training into account in judging the quality of a provider's services, they attached considerably more weight to procedural than to substantive attributes. In particular, they undervalued the trainee completion rate, despite its potential association with the substantive quality of training and the priority that the government attaches to raising it. These findings are interpreted as evidence of limited validity in inspection findings, which do little to resolve information asymmetries in the UK training market.

Available in PDF, EPUB and Kindle. Book excerpt: The performance of the public services, from education and policing to health and recycling, is a matter of concern in many countries. Issues of public service efficiency, cost, and effectiveness have moved to the forefront of political debate. This book applies the latest thinking from Management and Organization Studies to the performance of public organizations in order to evaluate the merits of different mechanisms for driving improvement in the public sector. Research in Management and Organization Studies on the private sector has identified a number of 'drivers' of improved performance, including innovation, organizational culture, leadership, and strategic planning. Many of these 'private sector' characteristics have emerged within public sector organisations in recent years. However, public managers face additional pressures, whether from regulators, constrained resources, or political interference. This book takes each of these drivers in turn and assesses whether they lead to improvement in public services. Written for students and researchers of Public Management, this book will also be of interest to public managers and consultants.

Available in PDF, EPUB and Kindle. Book excerpt: From the 'Third Way' reforms of the 1990s to today's prospect of a post-bureaucracy era, the management of the UK's public services has been radically overhauled in recent decades. This important new text provides a complete introduction to the key themes and developments in public management and the changing relationship between governments, public service providers and the public. June Burnham and Sylvia Horton examine the key components of public management in the UK, including strategic management and the introduction of new performance management techniques as well as financial and human resources management. The book assesses how wider forces such as Europeanization, globalization and the global economic crisis have affected both the structure and role of the state and the way public services are managed. It also looks back to examine the transition from public administration to public management and considers how different ideologies have influenced and driven reform. Distinctively, the authors provide a full assessment of how devolution has affected public services across all parts of the UK. Providing an insightful and accessibly written introduction, this book will be ideal reading for all students of public management.

Book excerpt: Strategic Management in Public Organizations: European Practices and Perspectives offers the first wide-ranging survey and assessment of strategic management practices at various levels of government and public service in European countries. It shows that strategic management is much more than a management tool imported from the private sector - it has become a key element of public management reforms, and European governments at all levels are developing ‘strategic state’ characteristics. Written by leading European experts on strategic management in the public sector and in government, this book presents evaluations and analysis based on empirical investigations. The book covers strategic management at different levels of government, explore the roles of different players, and incorporate theory and practice, with opening and concluding chapters by the editors that provide an overview of strategic management in the public services and a cross-societal discussion of practices, reforms, and lessons. It reflects not only developments in strategic management practices in the European public sector, but also the increasing importance of strategic capabilities for the modernization of public governance. This book is ideal for students in postgraduate management courses (MPA, MSc, or MBA) in Europe and elsewhere.

Book excerpt: This unique text fills a major gap in the emergency services literature by surveying the research on fire and rescue service management in the UK. An extensive evidence base focuses on organizational culture, leadership skills, standards, and accountability, emphasizing the services’ dual roles as first responders and guardians of public safety and prevention. The implications for international public health and safety programs are made clear as the services’ recent history illustrates the complex challenges typical of functioning within local and national political contexts. Chapters take on a broad range of management, leadership, service delivery, and staffing concerns, including: · Evolution and adaptation of fire and rescue services during periods of expansion and austerity. · Civil protection as a local and national priority. · Structural issues: assessments and improvements, collaborations with other services. · Emerging social concerns: diversity, gender equality, the aging worker population. · The concepts and consequences of heroes and heroism. · Future directions for governance, transparency, and accountability. Fire and Rescue Services complements the earlier volumes in the Leadership & Management of Emergency Services series with equal parts realism and vision. It should interest a wide audience of public policymakers, public managers, and emergency service personnel, as well as academics and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: The New Managerialism and Public Service Professionals is a fresh and insightful analysis of the changes that have taken place in the UK public sector over the past twenty years. Unlike many other recent accounts it is not assumed that these policy goals were always implemented or that new approaches to the management of services are necessarily effective. Drawing on an extensive review of major published research it considers developments in three areas: the National Health Service, social services and housing. This analysis reveals marked differences in the way the professions responded to change and draws attention to some significant costs associated with restructuring.

Available in PDF, EPUB and Kindle. Book excerpt: A typical image of the making and administration of policy suggests that it takes place on an incremental basis, involving public servants, their ministers and, to a more limited extent, a variety of interest groups. Yet, much policy making is based on similar policy developed in other jurisdictions and in the major international organizations such as the WTO and the OECD. In other words, significant aspects of nationally developed policies are copied from elsewhere in what is described as a process of policy transfer and learning. Hence, studies of policy transfer have pointed to a distinct limitation in most existing theoretical and empirical explanations as to how policy is made and implemented through their neglect of the role of policy transfer and learning. Moreover, policy transfer is not only a concern of academics, but a growing concern for governments. The latter are concerned to improve the performance of their policy and several have placed a greater, more systematic focus on policy transfer as a means to increasing performance. This book presents a variety of cases from differing national and international contexts that enable a valuable, comparative analysis that is absent from most literature currently available and that suggest a number of exciting research directions with implications for policy making, transference and implementation in the future.
