Book excerpt: A revealing look at austerity measures that succeed—and those that don't Fiscal austerity is hugely controversial. Opponents argue that it can trigger downward growth spirals and become self-defeating. Supporters argue that budget deficits have to be tackled aggressively at all times and at all costs. Bringing needed clarity to one of today's most challenging economic issues, three leading policy experts cut through the political noise to demonstrate that there is not one type of austerity but many. Austerity assesses the relative effectiveness of tax increases and spending cuts at reducing debt, shows that austerity is not necessarily the kiss of death for political careers as is often believed, and charts a sensible approach based on data analysis rather than ideology.

Available in PDF, EPUB and Kindle. Book excerpt: Since 2008, the world has experienced an enormous decrease of wealth. By many measures the impact of the crisis was severe. The fall in GDP, the collapse of world trade, the rise in unemployment, and the credit slump reached bigger proportions than in any other crisis since World War II. Although the economic figures seem to improve in some countries, the crisis continues being a challenging issue and is said to be one of the most important problems governments face today. The crisis has put public finances under ever increasing pressure, and governments have responded through austerity measures such as new fiscal rules and budgeting procedures and cutbacks of public spending. Public Management in Times of Austerity seeks to explore the austerity policies adopted by European governments and their consequences to public management. It asks how governments have implemented new rules leading to more stringency in public budgeting and financial management, and how they have cut back public expenditure. These questions are examined comparatively through case studies in different parts of Europe, and variations across countries are discussed and explained. Throughout the volume, the consequences of the crisis and austerity policies for public management are discussed. What is the relationship between crisis and decision-making in the public sector, and how does austerity affect public-sector organisation? As the previous crisis in the 1970s resulted in a major reform movement, which was later referred to as New Public Management, Public Management in Times of Austerity look to understand whether the current crisis also leads to a wave of public management reform, and if so what is the content of this?

Book Synopsis The Austerity State by : Stephen McBride
Download or read book The Austerity State written by Stephen McBride and published by University of Toronto Press. This book was released on 2017-01-01 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This volume focuses on the state's role in managing the fall-out from the global economic and financial crisis since 2008. For a brief moment, roughly from 2008-2010, governments and central banks appeared to borrow from Keynes to save the global economy. The contributors, however, take the view that to see those stimulus measures as "Keynesian" is a misinterpretation. Rather, neoliberalism demonstrated considerable resiliency despite its responsibility for the deep and prolonged crisis. The "austerian" analysis of the crisis is--historical, ignores its deeper roots, and rests upon a triumph of discourse involving blame-shifting from the under-regulated private sector to public or sovereign debt--for which the public authorities are responsible."--

Book excerpt: A timely and incisive look at austerity measures that succeed—and those that don’t Fiscal austerity is hugely controversial. Opponents argue that it can trigger downward growth spirals and become self-defeating. Supporters argue that budget deficits have to be tackled aggressively at all times and at all costs. In this masterful book, three of today’s leading policy experts cut through the political noise to demonstrate that there is not one type of austerity but many. Looking at thousands of fiscal measures adopted by sixteen advanced economies since the late 1970s, Austerity assesses the relative effectiveness of tax increases and spending cuts at reducing debt. It shows that spending cuts have much smaller costs in terms of output losses than tax increases. Spending cuts can sometimes be associated with output gains in the case of expansionary austerity and are much more successful than tax increases at reducing the growth of debt. The authors also show that austerity is not necessarily the kiss of death for political careers as is often believed, and provide new insights into the recent cases of European austerity after the financial crisis. Bringing needed clarity to one of today’s most challenging subjects, Austerity charts a sensible approach based on data analysis rather than ideology.
Book Synopsis The Public Sector in an Age of Austerity by : Bryan M. Evans
Download or read book The Public Sector in an Age of Austerity written by Bryan M. Evans and published by McGill-Queen's Press - MQUP. This book was released on 2018-07-23 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the 2008 global financial crisis, Canada appeared to escape the austerity implemented elsewhere, but this was spin hiding the reality. A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. The first book of its kind in Canada, The Public Sector in an Age of Austerity challenges conventional wisdom by showing that Canada did not escape post-crisis austerity, and that its recovery has been vastly overstated.

Available in PDF, EPUB and Kindle. Book excerpt: Bryan M. Evans, Stephen McBride, and their contributors delve further into the more practical, ground-level side of the austerity equation in Austerity: The Lived Experience. Economically, austerity policies cannot be seen to work in the way elite interests claim that they do. Rather than soften the blow of the economic and financial crisis of 2008 for ordinary citizens, policies of austerity slow growth and lead to increased inequality. While political consent for such policies may have been achieved, it was reached amidst significant levels of disaffection and strong opposition to the extremes of austerity. The authors build their analysis in three sections, looking alternatively at theoretical and ideological dimensions of the lived experience of austerity; how austerity plays out in various public sector occupations and policy domains; and the class dimensions of austerity. The result is a ground-breaking contribution to the study of austerity politics and policies.
Book Synopsis Austerity by : Suzanne J. Konzelmann
Download or read book Austerity written by Suzanne J. Konzelmann and published by John Wiley & Sons. This book was released on 2019-10-14 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: Austerity has been at the center of political controversy following the 2008 financial crisis, invoked by politicians and academics across the political spectrum as the answer to, or cause of, our post-crash economic malaise. However, despite being the cause of debate for more than three centuries, austerity remains a poorly understood concept. In this book, Suzanne J. Konzelmann aims to demystify austerity as an economic policy, a political idea, and a social phenomenon. Beginning with an analysis of political and socioeconomic history from the seventeenth century, she explains the economics of austerity in the context of the overall dynamics of state spending, tax, and debt. Using comparative case studies from around the world, ranging from the 1930s to post-2008, she then evaluates the outcomes of austerity in light of its stated objectives and analyzes the conditions under which it doesn’t – and occasionally does – work. This accessible introduction to austerity will be essential reading for students and scholars of political economy, economics, and politics, as well as all readers interested in current affairs.
Book Synopsis Politics in the Age of Austerity by : Wolfgang Streeck
Download or read book Politics in the Age of Austerity written by Wolfgang Streeck and published by John Wiley & Sons. This book was released on 2013-05-09 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a world of increasing austerity measures, democratic politics comes under pressure. With the need to consolidate budgets and to accommodate financial markets, the responsiveness of governments to voters declines. However, democracy depends on choice. Citizens must be able to influence the course of government through elections and if a change in government cannot translate into different policies, democracy is incapacitated. Many mature democracies are approaching this situation as they confront fiscal crisis. For almost three decades, OECD countries have - in fits and starts - run deficits and accumulated debt. As a result, an ever smaller part of government revenue is available today for discretionary spending and social investment and whichever party comes into office will find its hands tied by past decisions. The current financial and fiscal crisis has exacerbated the long-term shrinking government discretion; projects for political change have lost credibility. Many citizens are aware of this situation: they turn away from party politics and stay at home on Election Day. With contributions from leading scholars in the forefront of sociology, politics and economics, this timely book will be of great interest to students and scholars throughout the social sciences as well as general readers.

Book Synopsis Framing Austerity by : Aileen Marron
Download or read book Framing Austerity written by Aileen Marron and published by Rowman & Littlefield. This book was released on 2021-05-25 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph examines the ways in which discourses on the public sector were articulated in the print media during the 2011 financial crisis in the Irish, UK and European news media. It finds that coverage of the public sector was ideological, portraying public sector workers as overpaid, inefficient, and sheltered from the worst of the crisis. These explanations perpetuated the view that there was a need for austerity through cutbacks to public services and public sector pay. The central thesis is that these representations must be understood as being part of the complex organisational culture of the newsroom. Additional themes explored in the book include but are not limited to: Media ownership concentration and journalistic self-censorship. The marketisation of news and its impact on journalistic practice. The casualisation of the newsroom. The fourth estate function of the media. The discourse of austerity. Neoliberalism as a dominant ideology. Reflexivity in the newsroom. The crisis of credibility in journalism. Media portrayals of The “Looney” Left versus the “Reasonable” Right.

Book Synopsis Public Sector Efficiency and Fiscal Austerity by : International Monetary Fund
Download or read book Public Sector Efficiency and Fiscal Austerity written by International Monetary Fund and published by International Monetary Fund. This book was released on 1998-04-01 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper uses a simple model to analyze the forces that determine the size of the public sector and the quality of workers employed in that sector. Workers are heterogeneous, and the public sector chooses an employment strategy that maximizes a social welfare function U(s, Y) that depends on the share of the labor force employed in public service s and private sector output Y. The government is fully informed about worker productivity. By examining the welfare properties of the possible outcomes, we are able to illuminate situations in which policies that seek to constrain the public sector may or may not improve economic efficiency.
