Research on public service motivation (PSM), a drive to help others grounded in public institutions, has grown to examine career decisions and behaviors within and outside the workplace, but does the influence of PSM extend to individual values? Using data from the Cooperative Congressional Election Study surrounding the 2016 US presidential election, we first examine the antecedents of PSM; how do individual characteristics as well as socioeconomic and sociocultural factors influence levels of PSM? Second, we describe the role PSM plays in shaping public opinion on policy preferences, budget priorities, and political behaviors. Findings have implications for both understanding who has PSM as well as how PSM shapes public preferences, attitudes, and behaviors.

Book excerpt: There have been many scholars who have predicted that there is a direct correlation between public service motivation (PSM) and public sector employees' performance. The literature reviewed proves that there is much more research that needs to be done. The direct link between PSM and performance has not yet been proven. Several researchers have investigated the different factors behind increasing PSM. The broader research has tried to first determine different levels of PSM within different employees, and how their performance differs. Some research regarding PSM also tries to determine whether public sector employees are less productive than private-sector employees. Concrete research does find a valid correlation between PSM and the relationship an employee has with his or her manager. Although this research shows that PSM can be heightened when managers have a good relationship with their employees, there are still gaps within the research regarding PSM levels being a determining factor in performance. The research design below will address two ways that managers within the public sector could help improve the relationship between job performance and PSM. Contact with the public they serve and self-persuasion interventions have been proven to help increase job performance as well as PSM.

Book excerpt: Public Service Motivation (PSM) theory suggests the alignment of values may explain sorting into public service work. Evidence suggests that people with high PSM cluster in government and nonprofit organizations. However, the reliance on cross-sectional data leaves open the question of whether observed patterns are the result of public and nonprofit organizations attracting and selecting high PSM people or cultivating PSM through socialization within the sector. Using data from the Education Longitudinal Study of 2002 (ELS:2002), this study analyzes the relationship between motivational bases, such as PSM and extrinsic motivation, and sorting into the public, for-profit, and nonprofit sectors. The results indicate that PSM, measured before labor market entry, significantly predicts the sector a person will select for employment. Moreover, the effect on sector selection does not operate through alternative predictors of sector employment, such as college completion. Rather, PSM predicts sorting into college majors in a manner consistent with sector sorting in the labor market. After empirically investigating the relationship between PSM and sector selection in the labor market, this paper discusses the implications of the results for future public management research and theory.
