Available in PDF, EPUB and Kindle. Book excerpt: Contributing to a rethink of Public Service Media, this book combines theoretical insights and legal frameworks with practice, examining theory and policy development in a bottom-up manner. It explores the practices of Public Service Media across Europe, assessing the rules that govern Public Service Media at both the EU and the National Member State level, identifying common trends, initiated by both the European Commission and individual countries, illustrating the context-dependent development of Public Service Media and challenging the theories of Public Service Broadcasting which have developed an ideal-type public broadcaster based on the well-funded BBC in an atypical media market. Seeking to further explore the actual practices of Public Service Media and make recommendations for the development of more sustainable policies, this book offers case studies of rules and practices from across a variety of EU Member States to consider the extent to which public broadcasters are making the transition to public media organisations, and how public broadcasters and governments are shaping Public Service Media together. This book is a must-read for all scholars who take an interest in Public Service Media, media policy and media systems literature at large. It will also be of interest to practitioners working in government, Public Service Media and commercial media.

It explores new political, economic and technological environments and the challenges they pose to democracies and informed citizens. It also examines the new illiberal environment that has quickly embraced certain European states and its impact on media systems, considering the sources and possible consequences of these challenges for media industries and media professionals. Part I examines the evolving role of public service media in a comparative study of Western, Southern and Central Europe, whilst Part II ventures into Europe’s periphery, where media continues to be utilised by the state in its quest for power. The book also provides an insight into the role of the European Union in preserving the independence and neutrality of public service media. It will be useful to students and researchers of political communication and international and comparative media, as well as democracy and populism.

Book excerpt: Public service media (PSM) have been the mainstay of Western European broadcasting for a number of decades. Yet despite a general political consensus in favour of PSM, recent technological, economic and political changes have led to a questioning of their value. This new collection of essays explores the history of PSM in selected European countries, from their early establishment as the main media in many countries to charting their transformation and evolution in recent years. The contributions consider the political, economic and market-integration issues that impact PSM, while also highlighting the importance of the ideology that originally accompanied PSM in its initial years, to see how relevant they are in the contemporary world. The book consists of two complementary parts: Part I: Theoretical Aspects and Global Influences on Public Service Media in Europe Part II: A Comparative Analysis of Public Service Media across Europe With contributions from leading experts, the first part offers a thorough examination of the current concepts and conditions that influence PSM in Europe. The second offers a comparative study of PSM in several European countries including France, Germany, Italy, Poland, Spain and Sweden. Offering the most comprehensive study of the field to date, Public Service Media in Europe will be useful for students and researchers in public media, political communication, international and comparative media.

Available in PDF, EPUB and Kindle. Book excerpt: Addresses a critical analysis of major media policies in the European Union and Council of Europe at the period of profound changes affecting both media environments and use, as well as the logic of media policy-making and reconfiguration of traditional regulatory models. The analytical problem-related approach seems to better reflect a media policy process as an interrelated part of European integration, formation of European citizenship, and exercise of communication rights within the European communicative space. The question of normative expectations is to be compared in this case with media policy rationales, mechanisms of implementation (transposing rules from EU to national levels), and outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

Available in PDF, EPUB and Kindle. Book excerpt: The eighth RIPE Reader critically examines the 'networked society" concept in relation to public service media. Although a popular construct in media policy, corporate strategy and academic discourse, the concept is vague and functions as a buzzword and catchphrase. This Reader clarifies and critiques the networked society notion with specific focus on enduring public interest values and performance in media. At issue is whether public service media will be a primary node for civil society services in the post-broadcasting era? Although networked communications offer significant benefits, they also present problems for universal access and service. An individual"s freedom to tap into, activate, build or link with a network is not guaranteed and threats to net neutrality are resurgent. Networks are vulnerable to hacking and geo-blocking, and facilitate clandestine surveillance. This Reader prioritises the public interest in a networked society. The authors examine the role of public media organisations in the robust but often contradictory framework of networked communications. Our departure point is both sceptical and aspirational, both analytical and normative, both forward-looking and historically-grounded. While by no means the last word on the issues treated, this collection provides a timely starting point at least.

Book excerpt: The "rags to riches" story of Karol Jakubowicz's involvement in the work of the Council of Europe took him from the role of an awestruck newcomer from Poland in 1990 to that of the Chairman of the Steering Committee on the Media and New Communication Services (2005-06). Along the way, he was elected, delegated by the Steering Committee, and invited by the Council of Europe Secretariat to serve in a number of other capacities. In all of them, he contributed a wide variety of papers, reports and studies to assist the steering committee and other bodies in collecting information and formulating ideas in the general field of freedom of expression, creation of free and democratic media systems (including the issue of public service media), regulation of transfrontier television, the adjustment of Council of Europe human rights standards to the conditions of the information society, and the development of broadcasting legislation in Council of Europe member states. The present collection of these papers and reports is published in the conviction that they retain their value and relevance. It provides the additional benefit of offering a glimpse of the work preceding the formulation of Committee of Ministers recommendations and declarations, as well as resolutions of the Council of Europe Parliamentary Assembly.

Which changes will new media, the Internet and digital technology bring, and what impact will they have on the media market? What is the role of governments and parliaments in relation to the public broadcasters, and what are the implications of EU regulation of the media market? Do the public media really make a difference, or are they dinosaurs threatened with extinction in the new and unfamiliar media landscape of modern Europe? These are the questions addressed in this book."--Publisher description.
