Cognizant of these problems, William Penn Foundation and the Greater Philadelphia Cultural Alliance asked RAND to examine the condition of Philadelphia's arts and culture sector and recommend actions to ensure its sustainability. The authors identify the sources and characteristics of this new environment and describe the ways local arts communities are responding to the challenges confronting them. In the course of their analysis of eleven metropolitan regions, including Baltimore, Boston, Charlotte, Chicago, Cleveland, Denver, Detroit, Minneapolis, Philadelphia, Phoenix, and Pittsburgh, they introduce two novel ways of examining the local arts sector. First, they focus on the relationship among the three components of communities' "arts ecology": their arts infrastructures; the support systems upon which the arts depend; and the sociodemographic, economic, and the political environment in which they operate. Second, they create a new framework for describing and evaluating the range of support services that communities provide to their arts sectors. They then use this framework to analyze the components of Philadelphia's arts ecology and assess its specific strengths and weaknesses.

The authors provide a four-stage scheme that illustrates how values are realized in a process of value orientation, imagination, realization, and evaluation. The book relies on an interdisciplinary approach rooted in economics and sociology of the arts, with an appreciation for broader social theories. It integrates these disciplines in a pragmatic approach based on the work of John Dewey and more recent neo-pragmatist work to recover the critical and constructive role that cultural civil society plays in a plural and democratic society. The authors conclude with a new perspective on cultural policy, centered around state neutrality towards the arts and aimed at creating a legal and social framework in which social practices around the arts can flourish and co-exist peacefully.

This book attempts to answer this question through examining six cases that straddle diverse policy domains. It identifies three explanatory factors, namely, the profile of a policy domain, the structure of societal interest, and the strength of the civil society sector as important in shaping the state’s strategy in managing society, hence its propensity to engage. These factors affect the outcome through dynamic interaction between the state and societal actors. The findings outlined in the book show that the development of civic engagement in Hong Kong consists of both society-led and state-led cases. Society-led development brought about a high degree of openness and inclusiveness, whereas state-led civic engagement practices tended to be tactics utilized by the state for appeasing or depoliticizing civil society. Compared with other Asian regimes, the use of ‘transgressive contention’ as a way to compel the state to engage society is a feature that stands out in the liberal autocratic regime in Hong Kong.

Chapter 1 discusses how culture shapes art to be what it is from the outside, like a mold shapes clay, and the great power of art to affect the way we think and to promote cultural change. Chapter 2 discusses the evolution of Fine Art from its birth in the Renaissance to its present old age and decline. Chapter 3 discusses the institutional structures that make art for popular taste its own sort of art, and the culture wars over censorship and whether public art should be Fine Art, or art for popular taste. Chapters 4 and 5 discuss the life histories of design and advertising. This book is also the story of how art interacts with technology. In my work in Artificial Intelligence research I saw that there is an intimate connection between the evolution of design in engineering and design in art. In both sorts of design there is a growing understanding of how to make and use levels of packaging, and how to approach things from the functional perspective of the artifact. This is discussed in Chapter 4. My talk in Chapter 1 of how art styles affect us also reflects this functional approach. That is, instead of approaching art styles in the traditional ways, I have approached them in terms of the tasks of vision and how art delivers information packaged to be understood at different levels of visual processing. Using this functional approach, I stress what art does for us rather than what art is. I also tried to address the evolution of culture given the mass media and mass market, and the role of art in the growing marriage between television and computer. As I thought about computers in my work in Artificial Intelligence, I saw that a new sort of idolatry was arising where ^he computers were being asked to be infallible experts giving us advice on everything from taxes to marriage problems and our health. I saw that computers were being used not just as art tools and artists, but also as art objects like the ancient idols. This started me thinking about how other ancient functions of religion were being filled by advertising and the media.
