This paper will take an analysis of the status of hydro-power projects in India, PPP policies and hydropower projects initiated through it, and successful examples of world hydro-projects through PPP models that provides immense opportunities in India.

The sole reliance on conventional sources of energy puts heavy burden on the limited financial resources and threat to global climate. India is a tropical country and most parts have 300-330 sunny days in a year, which is equivalent to over 5000 trillion kWh per year. This is more than India's total energy consumption per year. The Government of India has launched Jawaharlal Nehru National Solar Mission (JNNSM) in 2009 with the objective of deploying 20,000 Megawatt (MW) (increased to 1,00,000 MW) of solar power by 2022. Public Private Partnership (PPP) provides an option that can boost the solar programme and achieve the targets set under the JNNSM. It can bring the technology, expertise, and capital needed to tap into the unrealized potential of solar energy. Many states have initiated solar projects to ensure energy security, mitigate climate change as well as local pollution, and job creation. The government is going to set up solar city, solar park and ultra mega solar projects through PPP that can help India as renewable energy superpower.

But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

India's 2005 National Electricity Policy recognized electricity as one of the key drivers for rapid economic growth and poverty alleviation in the country. Yet the policy's target--electricity for all and 1,000 kilowatt-hours (kWh) available per capita by 2012--was not met. Despite a 20-year reform process and private-sector participation, the rate of resource augmentation and growth in energy supply has been less than the rate of increase in demand. Numerous challenges need to be addressed before India can overcome severe energy shortages and achieve its desired national policy objectives. Private Participation in the Indian Power Sector: Lessons from Two Decades of Experience examines the home-grown Indian experience with private sector participation in power, identifies emerging risks, and proposes specific actions for government consideration, so that the power sector may fulfill its important role in India's growth story. Much has been achieved, and the Indian power sector can rightfully take its placeamong the bold reformers. Yet a large agenda remains, and a more rigorous focus on implementation, particularly on last-mile reforms in the distribution sector, will be required. Close coordination among variousstakeholders and unrelenting attention to efficient execution through decentralized authority to make technical decisions, together with a robust emphasis on monitoring, evaluation, and transparent sharing of data and performance statistics, will help in achieving this objective.
