The Government of India is focusing on Hydro-power as one of the sources of renewable energy due to concern for climate change and fast depleting coal/oilfields. But, its development has not been commensurate due to shortage of financial resources, lack of power infrastructure, and modern technologies. The successful completion of Public Private Partnership (PPP) projects in roads, airports, and other sectors have given an opportunity to implement it also in hydro-power sector to fill the gap of power shortage especially in remote and backward regions. The water rich states have made PPP policies and guidelines to initiate projects to fill the gap of power shortage. This paper will take an analysis of the status of hydro-power projects in India, PPP policies and hydropower projects initiated through it, and successful examples of world hydro-projects through PPP models that provides immense opportunities in India.

Available in PDF, EPUB and Kindle. Book excerpt: The book provides readers with a clear understanding of infrastructure challenges, how Public‐Private Partnerships (PPP) can help, and their use in practice. Infrastructure bottlenecks are generally considered the most important constraint to growth in many countries worldwide. Historically, infrastructure projects have been financed and implemented by the state. However, owing to the fiscal resource crunch, time and cost over‐runs, and the general poor quality of publicly provided infrastructure, many emerging market governments, including India, have increasingly adopted PPPs with billions of dollars of investment riding on them. The results have been varied – from spectacular airports like the Delhi International Airport Limited with the associated controversy over land use, to the renegotiation of contracts as in the case of Tata Mundra Ultra Mega Power Project. Illustrating concepts with relevant case studies, the book makes the challenges of PPPs understandable to industry and management practitioners as well as students of management, public policy and economics. It is useful to practitioners wishing to avoid the pitfalls in the tricky terrain of PPPs and policymakers wanting guidance in crafting proper incentives. It also helps students gain a holistic and “applied” understanding of this increasingly important and popular model. “Public Private Partnerships (PPPs) in India are currently under stress. A comprehensive treatment of the subject by a long-time and erudite practitioner and a management academic, this book should be useful to students trying to learn the basics, while also being valuable to professionals and policy makers. The book suggests that the Government should hold bidders accountable to their submitted bids, thereby preserving sanctity of contract. This will discourage aggressive bidding which has become a serious and endemic problem. The book also suggests the use of better bidding criteria to mitigate traffic risk in transport projects. Policy makers should pay heed to these suggestions as they consider improvements in the PPP policy regime going forward.”—Arvind Subramanian, Chief Economic Adviser, India/div “For a fast-growing India, infrastructure creation and operation is a great challenge and opportunity. This excellent book combines theory and practice on PPPs, and is very useful for professionals and students alike. With case studies and current developments, the authors bring out issues in India with global experiences as well. A must-read for infrastructure practitioners.”—Shailesh Pathak, Chief Executive (Designate), L&T Infrastructure Development Projects Limited “India’s program of private participation in infrastructure attracted worldwide attention as it became one of the largest programs in emerging markets. As well as the volumes of finance mobilized, it garnered interest because of some of the innovative approaches developed, such as Viability Gap Funding. The Indian PPP story is well captured in this book, which also makes the point that India is seeing project cancellations and failures rise. The authors analyze the factors behind this and point the way to a more robust PPP market that learns from the experiences of the past.”—Clive Harris, Practice Manager, Public-Private Partnerships, World Bank/div

Book excerpt: In recent years, India has experienced a sharp increase in energy demand as a result of economic growth, increasing prosperity, rising per capita energy consumption and widening access to energy. The sole reliance on conventional sources of energy puts heavy burden on the limited financial resources and threat to global climate. India is a tropical country and most parts have 300-330 sunny days in a year, which is equivalent to over 5000 trillion kWh per year. This is more than India's total energy consumption per year. The Government of India has launched Jawaharlal Nehru National Solar Mission (JNNSM) in 2009 with the objective of deploying 20,000 Megawatt (MW) (increased to 1,00,000 MW) of solar power by 2022. Public Private Partnership (PPP) provides an option that can boost the solar programme and achieve the targets set under the JNNSM. It can bring the technology, expertise, and capital needed to tap into the unrealized potential of solar energy. Many states have initiated solar projects to ensure energy security, mitigate climate change as well as local pollution, and job creation. The government is going to set up solar city, solar park and ultra mega solar projects through PPP that can help India as renewable energy superpower.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book excerpt: In spite of substantial investment by the Government of India, the country's irrigation and drainage sector finds itself plagued with numerous concerns. The current productivity and efficiency levels, as well as economic returns, are all lower than expected. In light of the growing stress on natural resources and the threat of climatic change, meeting the needs of its growing population poses a huge challenge. To enhance the sector's performance, the central and state governments of India are now looking to decentralize the sector's management and seek collaboration with the private sector. This report is the result of a scoping investigative study initiated by the Asian Development Bank to explore the potential for public–private partnerships in the irrigation and drainage sector in India. It identifies the areas where private sector participation can be envisaged in consonance with the current national policy framework; examines the legal and institutional status, and presence of national and international best practices; and suggests public-private partnerships models appropriate to Indian conditions.

It is divided into four main categories: Regulatory Framework, Institutional Capacity for Implementation, PPP Market Maturity, and Financial Facilities. The PPP Monitor aims to increase the level and quality of private sector participation in infrastructure in the ADB's DMCs by serving as an active platform for dialogue between the public and private sectors.

From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

Book excerpt: The Asian Development Bank (ADB) prepared the Public–Private Partnership Operational Plan 2012–2020 to provide a consistent, analytical, and operational framework for scaling up public–private partnerships (PPPs) in support of Strategy 2020. ADB's PPP operations will be based on four pillars: (i) advocacy and capacity development, (ii) enabling environment, (iii) project development, and (iv) project financing. This study aims to (i) update the 1998–2008 PPP database for program/project, and technical assistance approvals with PPP content for 2009–2010; and (ii) classify ADB assistance for PPPs from 1998 to 2010 based on the four pillars of the plan.

The study finds that successful PPP projects are predicated on well-designed contracts, a stable economy, good governance and sound regulations, and a high level of institutional capacity to handle PPPs. It is the result of a collaboration between the Asian Development Bank, the Korea Development Institute, and other experts that supported the theme chapter "Sustaining Development through Public–Private Partnership" of the Asian Development Outlook 2017 Update.

Book excerpt: Under the joint initiative of the Government of India and the Asian Development Bank (ADB), "Mainstreaming PPPs in India," ADB supports state public–private partnership (PPP) cells in several challenging sectors in state-specific activities to arrive at possible PPP structures. In Maharashtra, ADB supported the Department of Urban Development and Water Supply and Sanitation to develop possible PPP structures in the water supply and sanitation sector. After studying possible PPP structures, their applicability in the context of selected sample cities were assessed leading to the development of proposed term sheets, which were identified as suitable and feasible for implementation. This tool kit is expected to assist the relevant public entities in Maharashtra state for developing PPP-based projects in water supply and sanitation, and may also be used as reference by similar other cities across the country.

Book excerpt: The passage of India's Electricity Act of 2003 was a signature achievement, moving the sector toward amarket-driven approach that forced potential investors to compete aggressively for generation and transmission contracts. India's 2005 National Electricity Policy recognized electricity as one of the key drivers for rapid economic growth and poverty alleviation in the country. Yet the policy's target--electricity for all and 1,000 kilowatt-hours (kWh) available per capita by 2012--was not met. Despite a 20-year reform process and private-sector participation, the rate of resource augmentation and growth in energy supply has been less than the rate of increase in demand. Numerous challenges need to be addressed before India can overcome severe energy shortages and achieve its desired national policy objectives. Private Participation in the Indian Power Sector: Lessons from Two Decades of Experience examines the home-grown Indian experience with private sector participation in power, identifies emerging risks, and proposes specific actions for government consideration, so that the power sector may fulfill its important role in India's growth story. Much has been achieved, and the Indian power sector can rightfully take its placeamong the bold reformers. Yet a large agenda remains, and a more rigorous focus on implementation, particularly on last-mile reforms in the distribution sector, will be required. Close coordination among variousstakeholders and unrelenting attention to efficient execution through decentralized authority to make technical decisions, together with a robust emphasis on monitoring, evaluation, and transparent sharing of data and performance statistics, will help in achieving this objective.
