Book excerpt: Strikes, boycotts, rallies, negotiations, and litigation marked the efforts of Mexican-origin community members to achieve educational opportunity and oppose discrimination in Houston schools in the early 1970s. These responses were sparked by the effort of the Houston Independent School District to circumvent a court order for desegregation by classifying Mexican American children as "white" and integrating them with African American children—leaving Anglos in segregated schools. Gaining legal recognition for Mexican Americans as a minority group became the only means for fighting this kind of discrimination. The struggle for legal recognition not only reflected an upsurge in organizing within the community but also generated a shift in consciousness and identity. In Brown, Not White Guadalupe San Miguel, Jr., astutely traces the evolution of the community's political activism in education during the Chicano Movement era of the early 1970s. San Miguel also identifies the important implications of this struggle for Mexican Americans and for public education. First, he demonstrates, the political mobilization in Houston underscored the emergence of a new type of grassroots ethnic leadership committed to community empowerment and to inclusiveness of diverse ideological interests within the minority community. Second, it signaled a shift in the activist community's identity from the assimilationist "Mexican American Generation" to the rising Chicano Movement with its "nationalist" ideology. Finally, it introduced Mexican American interests into educational policy making in general and into the national desegregation struggles in particular. These questions raise the critical issue of access to higher education, central to which are America’s open-access, low-cost community colleges that enroll around half of all first-time freshmen in the U.S. Can these institutions bridge the gap, and how might they do so? The answer is complicated by multiple missions—gateways to 4-year colleges, providers of occupational education, community services, and workforce development, as well as of basic skills instruction and remediation.To enable today’s administrators and policy makers to understand and contextualize the complexity of the present, this history describes and analyzes the ideological, social, and political motives that led to the creation of community colleges, and that have shaped their subsequent development. In doing so, it fills a large void in our knowledge of these institutions.The “junior college,” later renamed the “community college” in the 1960s and 1970s, was originally designed to limit access to higher education in the name of social efficiency. Subsequently leaders and communities tried to refashion this institution into a tool for increased social mobility, community organization, and regional economic development. Thus, community colleges were born of contradictions, and continue to be an enigma. This history examines the institutionalization process of the community college in the United States, casting light on how this educational institution was formed, for what purposes, and how has it evolved. It uncovers the historically conditioned rules, procedures, rituals, and ideas that ordered and defined the particular educational structure of these colleges; and focuses on the individuals, organizations, ideas, and the larger political economy that contributed to defining the community college’s educational missions, and have enabled or constrained this institution from enacting those missions. He also sets the history in the context of the contemporary debates about access and effectiveness, and traces how these colleges have responded to calls for accountability from the 1970s to the present.Community colleges hold immense promise if they can overcome their historical legacy and be re-institutionalized with unified missions, clear goals of educational success, and adequate financial resources. This book presents the history in all its complexity so that policy makers and practitioners might better understand the constraints of the past in an effort to realize the possibilities of the future.

Despite the wide adoption of the term a consensus about its meaning exists at only the broadest of levels. In short, urban education remains an ill-defined concept. This comprehensive volume addresses this definitional challenge and provides a 3-part conceptual model in which the achievement of equity for all -- regardless of race, gender, or ethnicity – is an ideal that is central to urban education. The model also posits that effective urban education requires attention to the three central issues that confronts all education systems (a) accountability of individuals and the institutions in which they work, (b) leadership, which occurs in multiple ways and at multiple levels, and (c) learning, which is the raison d'être of education. Just as a three-legged stool would fall if any one leg were weak or missing, each of these areas is essential to effective urban education and affects the others.

In the West, by contrast, a radically different drama emerged, particularly in multiracial, multiethnic California. State elections in California to ratify Reconstruction-era amendments to the U.S. Constitution raised the question of whether extending suffrage to black Californians might also lead to the political participation of thousands of Chinese immigrants. As historian D. Michael Bottoms shows in An Aristocracy of Color, many white Californians saw in this and other Reconstruction legislation a threat to the fragile racial hierarchy they had imposed on the state’s legal system during the 1850s. But nonwhite Californians—blacks and Chinese in particular—recognized an unprecedented opportunity to reshape the state’s race relations. Drawing on court records, political debates, and eyewitness accounts, Bottoms brings to life the monumental battle that followed. Bottoms begins by analyzing white Californians’ mid-century efforts to prohibit nonwhite testimony against whites in court. Challenges to these laws by blacks and Chinese during Reconstruction followed a trajectory that would be repeated in later contests. Each minority challenged the others for higher status in court, at the polls, in education, and elsewhere, employing stereotypes and ideas of racial difference popular among whites to argue for its own rightful place in “civilized” society. Whites contributed to the melee by occasionally yielding to blacks in order to keep the Chinese and California Indians at a disadvantage. These dynamics reverberated in other state legal systems throughout the West in the mid- to late 1800s and nationwide in the twentieth century. As An Aristocracy of Color reveals, Reconstruction outside of the South briefly promised an opportunity for broader equality but in the end strengthened and preserved the racial hierarchy that favored whites.
