Book excerpt: The Mid-Atlantic region of the United States is susceptible to many tropical cyclone hazards such as storm surge, damaging winds, and flooding from heavy rainfall. Within the past fifteen years this region has experienced hurricanes Isabel in 2003 and Irene in 2011, as well as several tropical storms. This region was also influenced by post-tropical Sandy in 2012. The perception of hurricane hazards among residents of the Mid-Atlantic region of the United States is currently unknown as there is a lack of research on the comprehension of information from warning graphics. This research uses a total of 8 hypothetical scenarios (4 pairs) that vary each hurricane's track and size to assess hurricane hazard risk perception. Each scenario is represented using a four-paneled graphic featuring the National Hurricane Center's Cone of Uncertainty, a new storm surge map, and a new damaging wind map created by the authors. A Qualtrics survey created and administered via email, asked Mid-Atlantic residents key questions about their concern for personal harm and evacuation plans. Participants of this survey perceive potential for damaging winds, falling trees, and the size of the storm to be the greatest threats. Both scenarios with track lines that moved inland were also seen as most concerning. Evacuation rates were greatest for each large storm and for both scenarios where the track line moved inland.

Starting with the 9/11 terrorist attacks, public health officers have had to spend significant amounts of time addressing the threat of terrorism to human health. Hurricane Katrina was an unprecedented disaster for the United States. During the first weeks, the enormity of the event and the sheer response needs for public health became apparent. The tragic loss of human life overshadowed the ongoing social and economic disruption in a region that was already economically depressed. Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. In addition, the report can provide guidance on how to use the information gathered about environmental health during a disaster to prepare for future events.

Available in PDF, EPUB and Kindle. Book excerpt: The perception of risk to natural hazards is a very complex topic and there are multiple factors that influence it. However, two factors have generally been overlooked. Through the use of mail-out surveys of residents in Beaufort County and Dare County, North Carolina, this research explores how risk perception varies with location and addresses how changes in the characteristics of a hurricane influence the perception of their risk to hurricanes. Location is addressed using two definitions. The first definition used the physical location of the resident (either Inner Banks or Outer Banks), while the second definition used the anticipated impacts from the hurricane (flooding, storm surge, wind damage). This created three locational factors that were tested for their association with risk perception. Hurricane Irene provides an interesting case study because of the change in track and intensity prior to landfall. Using the Chi Square Test for Association, the results show a significant difference in risk perception with location. Based on location on either the Inner Banks or Outer Banks, risk perception varies with respect to the issued advisories. Based on residing in one of the damage areas, risk perception varies with hazards associated with hurricanes. Results also show that track change and intensity change influence the perception of risk. Based on track change, Inner Banks residents believed they were at greater risk and had increases in their perceptions of personal risk. However, based on intensity change, Outer Banks residents perceived themselves to be at more risk than did Inner Banks residents. Overall, a majority of respondents believed that the track change increased the hazards associated with hurricanes, while the intensity reduction decreased them. While both location and damage area show their own associations with risk perception, combining location with damage area presents a broader picture of how risk perception varies with location.

Five research questions were developed to understand this phenomenon: How does the predominant frame of government hazard communications help to explain the relationship between hazard awareness, risk perception, and emergency preparedness behaviors through mixed methods analysis?; How are the individual and social risk attitudes and opinions of citizens shaped upon receipt of government hazard communications?; How do government communications practices influence the public's views of hazard potential?; What are the predominant frames used by local and state emergency management officials for hazard communications?; and What are citizen attitudes and opinions concerning the accuracy of local and state government hazard communications? The four hypotheses for this concurrent mixed methods study were: There are significant statistical relationships between hazard awareness, risk perception, and emergency preparedness; As a result of government hazard awareness communications, there will be a significant increase in hazard awareness, risk perception, and citizen emergency preparedness behaviors; There is a significant statistical relationship between the predominant frames of government hazard communications, hazard awareness, risk perception, and emergency preparedness behaviors; and There is a statistical relationship between government communications practices and the public's opinions of hazard potential. The study's findings discovered statistical relationships between hazard awareness, risk perception, emergency preparedness behaviors, and normative frames of government hazard communications. Recommendations for future research include completion of a mixed method longitudinal study to explore participant perceptions before, during, and alter a hurricane's impact.

Hurricanes Harvey, Irma, and Maria brought renewed attention to the subject of disaster recovery as they collectively cost the nation over $373 billion dollars in damage and over 3,200 lives lost in the 2017 hurricane season (NOAA, 2022a, 2022b; Reguero et al., 2018; USNHC, 2018). Property and lives are at most risk during the first 72 hours following a major hurricane (Col, 2007; Kohn et al., 2012; Dourandish, Zumel, & Manno, 2007; Harris et al., 2018). While previous research focuses on communities’ long-term recovery, limited data has been collected involving the roles of government in immediate recovery efforts. Major hurricanes become a focal point in the lives of those affected, and through these events they shape public expectations, assessments, and attitudes toward government leadership (Darr, Cate, and Moak, 2019). The qualitative study solicited the perceptions and opinions of the survivors of Hurricane Michael in Bay County, Florida to expose previously unknown phenomena related to the storm’s effects on the community and its work towards recovery. Recommendations to shorten immediate recovery time include continuous pre-storm collaborative planning, pre-storm public education campaign, improvements in communication, increase in personnel, and linear research into immediate recovery.

The hazard literature shows that the effectiveness of such systems is contingent upon on the smooth operation of all components of the system and that warning recipients fully understand the implications of the warning message by taking appropriate action. It is argued that public perception of warning systems will vary depending on various socio-demographic factors, such as age, gender, level of education, socioeconomic status and area, factors that will ultimately influence overall effectiveness. To test this, a questionnaire survey was undertaken of local residents in Lake Wales, Florida, a town that was severely impacted by three hurricanes in the 2004 season. Results indicate that some demographic factors appear to influence an individual's willingness and ability to respond. Overall, level of education and income seem to have a larger affect on response than age or gender. The two sampling areas in Lake Wales elicited more significant differences than do the other variables but, the area variable takes into account all of the other factors of age, gender, level of education, and socioeconomic status. In fact, what is argued here is that area actually acts as a surrogate variable for the others. Therefore, it is not where one is located that makes a difference but the composition of the people in the location itself.

A significant and stronger potentially causal effect from risk perception to optimistic bias was found. Analysis of the experience and demographic variables’ effects on risk perception and optimistic bias, and their change, provided mixed results. The lessening of risk perception and increase in optimistic bias over the period of quiescence suggest that risk communicators and emergency managers should direct attention toward reversing these trends to increase disaster preparedness.
