After a brief primary season, the Republican Party settled upon New York governor Thomas E. Dewey, the former district attorney and popular special prosecutor of Legs Diamond and Lucky Luciano, as its nominee for president of the United States. The Democratic nominee for president, meanwhile, was the three-term incumbent, sixty-two year-old Franklin Delano Roosevelt. Sensitive to the wartime setting of the election, both Roosevelt and Dewey briefly adopted dignified and low-key electoral strategies early in their campaigns. Within a few months however, "politics as usual" returned as the campaign degenerated into a vigorously fought, chaotic, unpredictable, and highly competitive contest. While Politics as Usual is a comprehensive study of the campaign, Davis focuses attention on the loser, Dewey, and shows how he emerged as a central figure for the Republican Party. Davis examines the political landscape in the United States in the early 1940s, including the state of the two parties, and the rhetoric and strategies employed by both the Dewey and Roosevelt campaigns. He details the survival of partisanship in World War II America and the often overlooked role of Dewey—who sought to rebuild the Republican Party "to be worthy of national trust"—as party leader at such a critical time. Although Dewey fell short of victory, Dewey kept his party unified, helped steer it away from isolationist influences, and rebuilt it to fit into (and to be a relevant alternative within) the post-World War II, New Deal order.

Yet that man, a former justice of the state's highest court, seldom appears as other than a footnote in the standard histories. That is unfortunate, for Simeon Willis of Ashland made a fine record as governor, assuming the office during World War II and leaving it strengthened in a postwar world. In this new volume in the Public Papers of the Governors of Kentucky series, editor James C. Klotter has assembled 173 documents and public statements, so that the Willis administration may be examined in depth for the first time. Such an examination is long overdue, for Willis sought to accomplish much under difficult circumstances. Hindered by the opposition party's control of the legislature and operating under wartime restrictions, the Willis administration nevertheless made path-breaking moves in education, health care, transportation, and civil rights. Many of the same difficulties Kentucky has faced in more recent years also existed during Willis's term. How he dealt with those puzzles can be instructive for today's citizens and leaders. Willis faced budget problems, sought to increase aid to education, confronted a conflict over the presidency of what is now Morehead State University, and attempted to increase tourism in the state. His calls for change would be echoed by later governors.

This book demonstrates that the "undercurrent of suspicion" against the Soviet Union, and communism in general, was considerably stronger under World War II than many Americans realize or recall. Many long-time anti-communists refuse to go along with the quasi-official moratorium on criticizing America's Soviet ally, and although the war granted the Communist Party of the United States an unaccustomed degree of legitimacy, this was by no means universally conceded, either. The resilience of such attitudes n what surely were the most auspicious years of the U.S.-Soviet relations contributes to our understanding of why a far more virulent and widespread Cold War mentality of mistrust and hostility burst forth so soon after the Allied victory. Many issues that contributed to the Cold War had been raised during the alliance, such as the political and territorial makeup of Eastern Europe. Those who assumed that the U.S.S.R. could never be trusted to act in a spirit of justice and compassion included conservative politicians, anti-communist labor leaders, right-wing newsmen, Catholics and Protestant fundamentalists, and American Socialists-all of whom Sirigiovani discusses at length. These individuals also insisted that the domestic Communist movement, despite its "patriotic" wartime line, remained in the service of today's ally but tomorrow's probably adversary, Joseph Stalin's U.S.S.R. An Undercurrent of Suspicion will of considerable interest to anyone interested in communism ad anti-communism, American politics, and the history of ideas, especially as they relate to political issues. The general reader will the book provides a new dimension to the war years, and in so doing helps explain the deep background of the Cold War.
