Book excerpt: As the European Union (EU) launches its common currency (the Euro), Central European (CE) nations are searching for best practices in public liability management in order to smooth their integration into the EU. This work addresses that concern, examining borrowing policies, institution building, portfolio optimization, and the implications of the Euro and EU accession for public debt management. To help the CE countries achieve their goals, the World Bank and the European Commission held a two-day seminar in Brussels in mid-December 1997. European Union Accession presents the papers delivered at that seminar which was attended by all ten EU applicant countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic, and Slovenia. The workshop pursued the following goals: (1) to investigate the implications of the launch of the Euro and of the EU accession on fiscal prudence and on the borrowing strategies of CE countries; (2) to facilitate the dissemination of the best public liabilities management techniques developed worldwide; and (3) to explore plausible arrangements to promote prudent public liabilities management in Central Europe through a regional expertise network.

Public administrators do not operate in a vacuum. The context within which decision-making takes place greatly influences public administrators' approach to public issues. Consequently, what government decides to do and how it decides to carry it out affects the lives of people and how people perceive their role in the unfolding of public affairs. While public administration varies from one country to another, public administrators inevitably face similar challenges. Running a government is not easy; it is complex, dynamic, contested, supported, subject to special interests, both demand- and supply-driven, just to name a few. In executing government functions, public administrators unsurprisingly contend with major decision-making questions. While obviously not exhaustive, this book addresses some key issues challenging practitioners. These challenges include questions on what gets included in the policy agenda, questions on policy response to problems through adoption and/or adaptation of exogenous policies, questions on the dangers of displacing policy goals, questions on transferring government activities to specialized agency, questions on decentralizing powers to regional and local governments, questions on combating corruption, and questions on managing public resources. It is widely recognized that policy implementation is much more challenging than its design. Nonetheless, it is the manner in which public administrators address these challenges that creates opportunities for a more effective long-term policy prioritization, design and coordination, a more effective and inclusive public governance, and a more effective use of public resources for the delivery of needed public services.

The heads of democratic governments form a cabinet for three principal reasons: 1. The threat that the legislature will significantly amend the government's program as expressed in the budget proposals made by the executive. 2. The threat of dismissal between elections. 3. The risk that the executive will be seen by the public as having departed from a previous tradition of cabinet government and judged poorly as a result. 'Strategic Decisionmaking in Cabinet Government' shows that cabinet government is a rational response to these risks and sets out the institutional arrangements that make the cabinet a binding device. This report recognizes the significance of the budget process for collective decisionmaking, but moves beyond the simplistic assumption that tradeoffs in cabinet government can only be made by reallocating the budget.
