The main results are as follows: (i) increasing public infrastructure investment results in sustained gains in output; (ii) the effects of improving public investment efficiency are substantial; and (iii) deficit-financed increases in public investment lead to higher borrowing costs that constrain output increases over time, underscoring the importance of revenue mobilization.

Book excerpt: This study is an investigation about the growth effect of public infrastructure in Sub Saharan Africa. Using an endogenous growth theoretical framework, public infrastructure is considered as an input in production. This allows infrastructure to affect economic growth directly as an input and indirectly through enhancing the productivity of other inputs. Using flow and stock variables of infrastructure with dynamic panel data econometric estimation methodologies, public investment in economic and social infrastructure sectors is found to have positive and significant contributions to aggregate per capita income. Additionally, both current and capital expenditure levels of government were found to have significantly positive effects to aggregate income. By implication, the levels of infrastructure and the sizes of governments in the sample of countries used for the analysis are not yet beyond their optimal levels. Hence provision of additional infrastructure through public investment is still justified.

In the presence of distortionary taxation and debt aversion, the different pace at which roads and schools contribute to economic growth turns out to be central to this decision. Specifically, while costs are front-loaded for both types of investment, the growth benefits of schools accrue with a delay. To put things in perspective, with a “big push,” even assuming a large (15 percent) return differential in favor of schools, the government would still limit the fraction of the investment scale-up going to schools to about a half. Besides debt aversion, political myopia also turns out to be a crucial determinant of public investment composition. A “big push,” by accelerating growth outcomes, mitigates myopia—but at the expense of greater risks to fiscal and debt sustainability. Tied concessional financing and grants can potentially mitigate the adverse effects of both debt aversion and political myopia.

A number of explanations of the contradictory findings have been proposed. These range from the crowd-out of private by public sector investment, non-linearities generating the possibility of infrastructure overprovision, simultaneity between infrastructure provision and growth, and the possibility of multiple (hence indirect) channels of influence between infrastructure and productivity improvements. The authors explore these possibilities using panel data for South Africa over the 1970-2000 period, and a range of 19 infrastructure measures. Using a number of alternative measures of productivity, the prevalence of ambiguous (countervailing signs) results, with little systematic pattern is also shown to hold for their data set in estimations that include the infrastructure measures in simple growth frameworks. The authors demonstrate that controlling for potential endogeneity of infrastructure in estimation robustly eliminates virtually all evidence of ambiguous impacts of infrastructure, due for example to possible overinvestment in infrastructure. Controlling for the possibility of endogeneity in the infrastructure measures renders the impact of infrastructure capital not only positive, but of economically meaningful magnitudes. These findings are invariant between the direct impact of infrastructure on labor productivity, and the indirect impact of infrastructure on total factor productivity."--World Bank web site.

Book excerpt: This title was first published in 2000: An investigation of the performance of the electric power and telecommunication sectors of Pakistan at the firm level as well as the sector as a whole, seeking to identify and quantify the extent of inefficiencies. Since physical or financial or productivity indicators alone are not able to explain the duality of public infrastructure purposes, the financial and productivity indicators have been used in evaluating the performance of these sectors. Further, a Cobb-Douglas production function has also been used to calculate the trend in the growth of total factor productivity. Economies of scale have also been studied in the case of electric power generation. The results of the study show that in Pakistan one of the usual motives for privatization (to avoid the poor financial results of state enterprises) is not relevant for electricity and telecommunications enterprises. This, however, appears to be due to the financial subsidies they received, through access to low cost loan finance and grants, rather than to their efficiency in operations. By the economic criteria of growth of TFP none of the enterprises do well and two have a negative TFP growth. The case for reforming these enterprises is strong and alternative modes of organization, finance and ownership need to be considered.
