Book excerpt: From the American Side I went to the USSR for the first time in 1982 to attend the 11th meeting of the International Union for Quaternary research (INQUA) held at the Moscow State University. At that time relations between our two countries were anything but congenial and many restrictions were placed on our viewing the archaeological and paleontological collections and labora tory facilities. This was not the ideal climate for the free exchange of ideas needed for meaningful research. However, it was obvious to us that the strained relations did not extend to scientific discussions between scholars. We left that meeting well aware that if the problems of prehistoric Old World-New World relationships were to be resolved, it would eventually require cooperative research efforts within the world community of archaeologists. At that time, the pre-Clovis problem in New World archaeology was foremost in the minds of many North American researchers: tool technology and assemblages were being studied as a possible means of establishing cultural relationships across the Bering Strait, Clovis sites and mammoth kills were being looked at with new ideas for interpretation, and New World researchers realized that to resolve these questions they had to become familiar with the archaeological record of northeast Asia. A chance meeting of the writer with Olga Soffer in 1983 led to serious discussions of the sites on the Russian or East European Plain.

It contains 38 chapters about important people, places and events in the history of Windsor Locks. Windsor Locks history goes from 1663, when the first settlers reached the Pine Meadow section of the town of Windsor, CT. In 1854, the Pine Meadow section of WIndsor was incorporated into the separate town of Windsor Locks. So the history of WIndsor Locks goes from 1663 to the current time (2022), which is about three and a half centuries. The first two books of this series present chapters on important people, places and events in that history. Windsor Locks History: Volume III presents a number of sets of photo of the town taken from about 1880 to 1960, and as well as more descriptive chapters. The fourth book in the series is "Understanding Windsor Locks History", which focusses on the overeall structure of that history, dividing the three and a half centuries into four distinct phases that the town's evolution that the tow has gone through. It presents "chronological historiies" of the town by three different people, and ties together the stories of the first three books to the chronological history of the town. Descriptive histories give detailed accounts of the people, places and events, while the chronological histories list the events in the order in which they occurred. You can read either approach first, but tying the two together results in a deeper understanding of the town's history.

Rural people are ambivalent about new residents and activities that are coming in and unsure of their own rural identity. Old assumptions about rural life and rural community are now open to question. Based on years of field observations and hundreds of interviews in fifteen rural counties in upstate New York, Fitchen's book explores these interconnected changes. It describes the financial stress in dairy farming and the efforts families made to hold onto their farms. It records the stunned disbelief and difficult adjustment of rural factory workers and small communities as local plants shut down. The author chronicles the struggles of communities plagued by toxic chemicals in their drinking water and of young families slipping farther into poverty. She reports on some communities that are campaigning to "win" a state prison and others that are protesting against a proposed radioactive waste dump. The book illustrates the persistence of rural ingenuity and determination but argues that these alone cannot solve the problems of rural America. A well-informed federal and state commitment is necessary. With policies and programs appropriate for rural situations, most communities could adapt creatively to the changes, integrate around a new rural identity, and survive into the twenty-first century as enduring social settings for their residents.

Book excerpt: The Ombudsman investigated three cases in which local statutory supervision of midwives failed, all of which occurred at Morecambe Bay NHS Foundation Trust. The cases clearly illuminate a potential muddling of the supervisory and regulatory role of supervisors of midwives. The current arrangements do not always allow information about poor care to be escalated effectively into hospital clinical governance or the regulatory system. This means the current system operates in a way that risks failure to learn from mistakes, which cannot be in the interests of the safety of mothers and babies and must change. Working with the Nursing and Midwifery Council (NMC), the Professional Standards Authority for Health and Social Care, NHS England and the Department of Health, the Ombusdman has identified two key principles that will form the basis of proposals to change the system of midwifery regulation: that midwifery supervision and regulation should be separated; that the NMC should be in direct control of regulatory activity. The Department of Health should convey these recommendations to its counterparts in Northern Ireland, Scotland and Wales and develop proposals to put these principles into effect.
