In After the Projects, Lawrence Vale investigates the deeply-rooted spatial politics of public housing development and redevelopment at a time when lower-income Americans face a desperate struggle to find affordable rental housing in many cities. Drawing on more than 200 interviews with public housing residents, real estate developers, and community leaders, Vale analyzes the different ways in which four major American cities implemented the federal government's HOPE VI program for public housing transformation, while also providing a national picture of this program. Section 554 of the act establishes the Family Self-Sufficiency Program (FSS) within the Department of Housing and Urban Development (HUD) to promote the development of local strategies for coordinating federal public housing and section 8 rental housing assistance with public and private resources to help lower-income families achieve self-sufficiency. The act requires that, starting in fiscal year 1993, each public housing agency (PHA) receiving funds for new public housing units or for additional section 8 certificates or vouchers must, unless exempted by HUD, operate an FSS program for at least the number of families that is equal to the cumulative number of new public housing units, certificates, or vouchers that the PHA makes available annually (MM).
