Book excerpt: Excerpt from The Common-School System of Germany and Its Lessons to America The German common schools have long been celebrated for their efficiency and thoroughness. They have steadily improved from the time of their organization until the present, and although other nations have also improved their school systems, Germany, it is conceded, still continues in the lead. The three most important lessons, Tm taught the world by Germany are: 1, that all mpg? Teachers must be professionally trained and lessons from therefore have a professional standing; 2, that Germ' they must receive permanent appointments; and 3, that children of lawful school age must attend school every day of the year that it is in session, the parents being held accountable for such attendance. Book excerpt: Excerpt from The Studies and Methods of Teaching in Prussian Schools The elementary schools of Prussia, which for some time have attracted, and still continue to attract, the attention of every observer of and well-wisher to education, did not attain their present superior state at once, but by degrees. The progress of their improvement was at first very slow, and almost imperceptible; but in latter times it has made rapid strides, and become obvious to every one who has directed his attention to the education of the laboring classes. Up to the year 1770, the whole system of education in Prussia was in no way superior to that adopted in England, nor was it materially of another character. The only difference which then existed referred to the grammar-schools and the universities. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: The object of this book is twofold: first, to give an accurate picture of the German school system, especially that of Prussia, which was foremost in establishing a school system thorough in all respects; and second, to draw lessons from the same which can be applied in the American schools and for the improvement of her school systems. In order to obtain reliable information concerning the German schools it became necessary to examine a vast literature, as there is no single book in German giving a complete picture of the school system, and this would still leave many questions unsettled to the foreign student. Therefore it became necessary to study the subject on the ground where answers and explanations could be obtained from school officials and teachers. This study began twelve years ago, and four of these years have been spent in Germany. Access to the public libraries, and also to the private libraries of school men, together with the advice and assistance of many eminent teachers, have been of utmost value to me in securing correct data and in reaching absolute facts. Not less important was the actual inspection of schools, and this has been made in all parts of Germany; institutions of all kinds have been visited, from the school in the lonely village, where perhaps a single teacher instructs a hundred children, to the most complete school system of the largest city, and from the common school to the gymnasium and university. Uniform courtesy has ever been shown, and the school officials and teachers have never failed to give me an opportunity not only to see actual work, but also to obtain correct information concerning the schools. In regard to the second motive, that of suggesting reforms in the American schools, I trust no one will think that I believe in bodily transporting the German school system to American soil. There are certain reforms needed, and the sooner we recognize the fact and set about their introduction, the better for our schools and for the cause of education. We should be ready to learn from any and every source; and if Germany has anything good that we can apply, prejudice should not prevent its application. That Germany has some good things entirely applicable to our conditions, I believe these pages will show. The object is not to improve the German schools, therefore their defects-and they have serious defects-will not be given prominence....

The formula set forth by the late Sir Thomas Wyse, in his exhaustive work, published in 1835 and entitled Education Reform, states, perhaps more tersely and compre hensively than any other treatise on the subject, what the true aim Of education is: To enable men and women to perform their duty Here, ' that they may win immortality Hereafter.' Book excerpt: Excerpt from Circulars of Information of the Bureau of Education, Vol. 1: 1885; City School Systems in the United States The educational element of civilization forms no exception to this general drift of things. Methods of teaching have nothing to do with national boundaries. The best is the best everywhere. The essential elements of a good school system are the same in every country. There is only one best way of securing and retaining efficient teachers. A model primary school in Paris, with its appurtenances, apparatus, fittings, and program, would be no less a model primary school in Wash ington. If Germany has worked out the model school room, all nations must copy it. If America devises the best school desk, it must go to the ends of the civilized world. Prussia institutes the normal school; every other nation adopts it. The really good local thing, the outgrowth of educational laws, that stands the test of experiment. In time becomes general. In the mean time innumerable whims, fancies, and strange vagaries claim attention for a longer or shorter period, then disappear, leaving no beneficial trace; hence, reference to foreign examples be comes indispensable to our purpose. Book excerpt: Excerpt from The Educational Code of the Prussian Nation: In Its Present Form The daily press teems at this juncture with letters treating of the vexed question of national education; with inquiries as to what is and should be that education's aim; with suggestions as to the best method for its attainment; with complaints of the ever-increasing costliness of the Education Act passed in 1870; with well-authenticated statements of the total failure of the Department's enactments to meet the educational requirements of the various grades of the population for whom it legislates, - I mean the working classes.
