Book excerpt: Municipalities are responsible for many essential services and have become vital agents for implementing provincial policies, including those dealing with the environment, emergency planning, economic development, and land use. In Foundations of Governance, experts from each of Canada's provinces come together to assess the extent to which municipal governments have the capacity to act autonomously, purposefully, and collaboratively in the intergovernmental arena. Each chapter follows a common template in order to facilitate comparison and covers essential features such as institutional structures, municipal functions, demography, and municipal finances. Canada's municipalities function in diverse ways but have similar problems and, in this way, are illustrative of the importance of local democracy. Foundations of Governance shows that municipal governments require the legitimacy granted by a vibrant democracy in order to successfully negotiate and implement important collective choices about the futures of communities.

Available in PDF, EPUB and Kindle. Book excerpt: The student who would understand the government of a country can only obtain a complete knowledge of it if he knows something of the government of its local subdivisions. Yet the Canadian student will find studies of Canadian local government almost non-existent. Similarly the citizen or municipal officer looking for details of the organization and operation of the several systems of local government in Canada needs, but has not yet had, one single source with all the information on the subject gathered together in readily available form. Mr. Crawford meets both needs in his excellent study, the sixth volume in the Canadian Government Series. Since local government in Canada comes under provincial jurisdiction, there are ten distinct systems having many similarities and diversities. Mr. Crawford's aim is to show how various Canadian municipal systems function, rather than to present a critical analysis of existing institutions and practices. But first he discusses the necessity of local government, its practical and political importance, the degree of self-government involved in local government and the factors contributing to this, and the weak constitutional position of local government, a position offset by the needs of the community, needs which can be best met by local government and which assure the continuance of that government despite the tightening of central control by province and nation.

Available in PDF, EPUB and Kindle. Book excerpt: The Canadian model of diversity management is considered a success in the international community, yet the methods by which these policies are adopted by local governments have seldom been studied. Municipalities and Multiculturalism explores the role of the municipality in integrating immigrants and managing the ethno-cultural relations of the city. Throughout the study, Kristin R. Good uses original interviews with close to 100 local leaders of eight municipalities in Toronto and Vancouver, two of Canada's most diverse urban and suburban areas. Grounded by Canada's official multiculturalism policies, she develops a typology of responsiveness to immigrants and ethno-cultural minorities and offers an explanation for policy variations among municipalities. Municipalities and Multiculturalism is an important examination of the differing diversity management methods in Canadian cities, and ultimately contributes to debates concerning the roles that municipal governments should play within Canada's political system.

Available in PDF, EPUB and Kindle. Book excerpt: While government provides the structure of public leadership, governance is the art of public leadership. This timely book examines current trends in metropolitan governance issues. It analyzes specific cases from thirteen major metropolitan regions in the United States, Canada, and Mexico, all woven together by an overall framework established in the first three chapters. The distinguished contributors address such governance issues as city-county consolidation, local-federal coordination, annexation and special districting, and private contracting, with special attention to lessons learned from both successes and failures. As urban governance innovations have clearly outpaced urban government structures in recent years, the topics covered here are especially relevant.

Available in PDF, EPUB and Kindle. Book excerpt: First published in French in 2006, Le fédéralisme canadien contemporain was immediately recognised as the most comprehensive collection of reflections on Canadian federalism by leading Québécois scholars. This remarkable translation of a range of Québécois voices makes their insightful and underrepresented perspectives available to English-language audiences. Offering alternative views of the Canadian federal model's realities by covering its foundations, traditions, and institutions, Contemporary Canadian Federalism considers the ways in which federalism relates to issues such as regionalism, multiculturalism, rights and freedoms, financial distribution, and public policy. Filled with stimulating work that bridges the gap between distinctive traditions in English- and French-Canadian scholarship on federalism, this important volume is required reading for understanding provincial-federal relations and Canadian governance.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1987, this book presents a wide-ranging review of urban, regional, economic, and environmental planning in Canada. A comprehensive source of information on Canadian planning policies, it addresses the wide variations between Canadian provinces. While acknowledging similarities with programs and policies in the United States and Britain, the author documents the distinctively Canadian character of planning in Canada. Among the topics addressed in the book are: the agencies of planning; on the nature of urban plans; the instruments of planning; land policies; natural resources; regional planning at the federal level; regional planning and development in Ontario; regional planning in other provinces; environmental protection; planning and people; and reflections on the nature of planning in Canada. The author documents how governmental agencies handle problems of population growth, urban development, exploitation of natural resources, regional disparities, and many other issues that fall within the scope of urban and regional planning. But he goes beyond this to address matters of politics, law, economics, social organization. The book is pragmatic, eclectic, interpretive, and critical. It is a valuable contribution to international literature on planning in its political context.

Book excerpt: Contributors provide insights into key themes impacting local governance in two federations with much in common historically, culturally, and politically: Australia and Canada. These essays examine changes in the Australian and Canadian systems through four thematic lenses: citizen participation in government systems, the restructuring and reform of local governments, the use of performance measures and management systems in the administration of local governments, and the relations of local governments within higher levels of governments.

Available in PDF, EPUB and Kindle. Book excerpt: Governments around the world are clamouring to engage the private sector in order to build infrastructure and deliver public services. However, the role of the state in managing new relationships with companies is often murky. Is the government a slow and wasteful bureaucracy that must be held at bay or is it a necessary authority? Assessing the appropriate role for governments within these partnerships and the factors that lead to their success or failure, Governing Public-Private Partnerships delves into two examples of collaborative projects in urban transportation: Vancouver’s Canada Line and the Sydney Airport Rail Link. Through personal interviews with CEOs, senior bureaucrats, and politicians, Joshua Newman compares the strategies pursued by an active and shrewd provincial government in British Columbia with the more hands-off state government in New South Wales, Australia. By supporting networks of players in the transportation game, actively seeking lessons from international experience, and innovating responses to novel policy problems, the public sector was able to lead the Canada Line partnership to operational success. In Sydney, however, the unwillingness of the state government to manage the partnership resulted in a sluggish Airport Link that, after sixteen years in operation, still has not met its original expectations. At a time of renewed interest in private involvement with public services, Governing Public-Private Partnerships provides an in-depth look into how the state can – and must – remain involved.
