Chapters cover a range of issues including: the principle of the peaceful use of outer space, passive military uses, and multilateral negotiations to prevent an arms race in outer space; structural change of international law and the common heritage of mankind principle; and proposals for a multilateral agreement and the creation of an International Organisation for Common Security in Outer Space.

Available in PDF, EPUB and Kindle. Book excerpt: Volume 1 HOUSE PRACTICE: A Guide to the Rules, Precedents, and Procedures of the House The compilation of the parliamentary precedents of the House is as important as any other function of the Office of the Parliamentarian. For each procedural decision made on the floor of the House, the Parliamentarian extracts the proceedings from the daily Congressional Record and writes a parliamentary syllabus. These ''headnotes'' must be precise, stating the real substance of the decision and its legal rationale in suitably narrow terms. To ensure a current digest of these matters, the Parliamentarian biennially publishes a House Rules and Manual. For the longer term, the Parliamentarian compiles the most salient precedents for formal, scholarly publication. These precedents presently fill 29 volumes comprising thousands of decisions over the 227 years of parliamentary practice in the House. They are published as Hinds' Precedents (1907); Cannon's Precedents (1936); and the precedents of the House authored by current and former Parliamentarians. To bridge the span between a digest of decisions and formally published precedents, the Parliamentarian also publishes this work as a condensed compilation of procedures of current application. The scope of this volume is thus limited. It is a summary review of selected precedents and not an exhaustive survey of all applicable rulings. The House Rules and Manual and the published volumes of precedents remain the primary sources for more comprehensive analysis and authoritative citation. Why buy a book you can download for free? Book Synopsis The Evolving Congress by : Congressional Research Congressional Research Service Library of Congress
Download or read book The Evolving Congress written by Congressional Research Congressional Research Service Library of Congress and published by CreateSpace. This book was released on 2015-05-17 with total page 490 pages. Available in PDF, EPUB and Kindle. Book excerpt: For 100 years, the Congressional Research Service (CRS) has been charged with providing nonpartisan and authoritative research and analysis to inform the legislative debate in Congress. This has involved a wide range of services, such as written reports on issues and the legislative process, consultations with Members and their staff, seminars on policy and procedural matters, and congressional testimony. The Government and Finance Division at CRS took a step back from its intensive day-to-day service to Congress to analyze important trends in the evolution of the institution-its organization and policymaking process-over the last many decades. Changes in the political landscape, technology, and representational norms have required Congress to evolve as the Nation's most democratic national institution of governance. The essays in this print demonstrate that Congress has been a flexible institution that has changed markedly in recent years in response to the social and political environment.
Book Synopsis The Impeachment Report by : The House Intelligence Committee
Download or read book The Impeachment Report written by The House Intelligence Committee and published by Crown. This book was released on 2019-12-17 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The official report from the House Intelligence Committee on Donald Trump’s secret pressure campaign against Ukraine, featuring an exclusive introduction by Pulitzer Prize–winning author and biographer Jon Meacham For only the fourth time in American history, the House of Representatives has conducted an impeachment inquiry into a sitting United States president. This landmark document details the findings of the House Intelligence Committee’s historic investigation of whether President Donald J. Trump committed impeachable offenses when he sought to have Ukraine announce investigations of former vice president Joe Biden and his son Hunter. Penetrating a dense web of connected activity by the president, his ambassador Gordon Sondland, his personal attorney Rudolph Giuliani, and many others, these pages offer a damning, blow-by-blow account of the president’s attempts to “use the powers of his office to solicit foreign interference on his behalf in the 2020 election” and his subsequent attempts to obstruct the House investigation into his actions. Published here with an introduction offering critical context from bestselling presidential historian Jon Meacham, The Impeachment Report is necessary reading for every American concerned about the fate of our democracy.

Book Synopsis The Federal Budget by : Allen Schick
Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate
