Master of Arts in Political Science por la Michigan State University (1974). Doctor en Derecho, Universidad Complutense (1975). Ha sido magistrado del Tribunal Constitucional de España (1986-1995) y vicepresidente del mismo (1992-1995). Vicepresidente del Consejo General del Poder Judicial (1996-2001). Secretario de Estado de Justicia (2004-2007). Primer Presidente de la Asociación de Constitucionalistas de España (2003-2004). Ha sido Juez del Tribunal Europeo de Derechos Humanos (2008-2018), donde fue Presidente de Sección (2015-2017). Fue becario académico de Fulbright, March, Deutscher Akademischer Austauschdienst (DAAD). Autor de diversas publicaciones sobre Derecho Constitucional, como Derecho Constitucional (Valencia, 8 ediciones), Introducción al Derecho Constitucional (Valencia, 1993), El Poder judicial en el Estado Constitucional (Lima, 2000), Las Sentencias básicas del Tribunal Constitucional (Madrid, 3 ediciones).
