Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.

Available in PDF, EPUB and Kindle. Book excerpt: Using a constructivist model, this study brings nuclear arms control and disarmament back into the debates on the future of Indo-Pakistani relations. Constructivism recognizes the independent impact of international norms, such as the Nuclear Non-Proliferation Norm (NNPN), on India and Pakistan’s nuclear behavior. Even though the NNPN does not legally bind them, it is reinforced at the global level, and may lead the South Asian rivals to move in the direction of nuclear arms control and disarmament, thus reducing the costs, dangers, and risks of an eternal strategic rivalry. After examining the main tenets of constructivism in international relations, the works delves into the proliferation debate, discussing nuclear reversal and U.S. policy toward the subcontinent since the G. W. Bush administration. It looks at the prospects for nuclear arms control and disarmament in South Asia after the U.S.-India nuclear deal of 2008, and the nuclear abolitionist wave during the first Obama administration. It concludes with the contribution of social constructivism to understanding how changes in the India-Pakistan nuclear status quo can happen.

Book excerpt: The impact of information technology in the field of military decision making is superficially less visible than that of a number of other weapon developments, though its importance has grown steadily since the beginning of the 1980s. Owing to its potential role in modern weapon systems and the prospect of its inclusion as an essential ingredient in many military projects such as the Strategic Defence Initiative, it has become the focus of special interest and efforts. This book is the first attempt to present a broad overview of the prospects for information technology in general, and machine intelligence in particular, in the context of international security. The dangers and promises of weapon and arms control applications of computers and artificial intelligence to decision-making processes are analysed in a technical, strategic, and political perspective by experts from six different countries. In an introductory chapter, Allan Din presents a generic overview of artificial intelligence and its prospects. Thirteen contributors then discuss the conceptual and technical framework of artificial intelligence, analyse implications for weapon systems and strategy, and discuss possible applications to arms control verification and modelling.

This book was released on 2019-07-10 with total page 318 pages. Available in PDF, EPUB and Kindle. Book excerpt: This compilation of 10 articles by frequently published arms-control experts captures the story of a young Air Force's initial (and limited) impact on arms-control negotiations and outcomes. It documents a growing awareness by the service that it was better to help craft the US position than merely to be a passive recipient. This book also highlights the lesson the Air Force belatedly learned in the early days of arms control: that it has to plan and budget for treaty implementation as aggressively as it works to protect its equities during treaty negotiations. When a treaty goes into effect, the Air Force needs to be ready to execute its responsibilities to ensure complete and timely treaty compliance. Though the Air Force did not seize a prominent role in the early days of post-war arms control, it made up for it quickly and forcefully as it gained a fuller appreciation of what was at stake.

Available in PDF, EPUB and Kindle. Book excerpt: On January 27, 2017, President Donald Trump directed Secretary of Defense James Mattis to initiate a new Nuclear Posture Review (NPR). The President made clear that his first priority is to protect the United States, allies, and partners. He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world. The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.

Book excerpt: As the nuclear weapon states continue to reduce their nuclear arsenals and international efforts to prevent the proliferation of nuclear weapons are reinvigorated, South Asia remains a unique region almost entirely unencumbered by nuclear arms control. Despite the recent popularity of the notion that nuclear deterrence is stabilizing the Indo-Pakistani conflict, there is good reason to believe that the risks of war and the use of nuclear weapons are not fully appreciated. Nevertheless, the prospects for negotiated measures to improve the situation are not good because of the domestic politics on both sides. Nuclear Weapons and Arms Control in South Asia after the Test Ban sheds new light on the risks of the current stand-off, the hidden costs of the nuclear options, and the domestic sources of the region's inertia, bringing together Indian, Pakistani and Chinese perspectives.

Available in PDF, EPUB and Kindle. Book excerpt: Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.

By addressing in logical sequence the law regarding sovereignty, the threat or use of force, the conduct of nuclear hostilities, neutrality, weapons law and war crimes, the book illustrates the topics that an effective national command, control and communications system for nuclear weapons must address. Guidance is given on intractable issues, such as the responsibilities of remote submarine commanders. The continuing relevance of the ICJ's Nuclear Advisory Opinion is assessed, and the prospects for the Treaty on the Prohibition of Nuclear Weapons are discussed. The book has been written in an accessible style so that it will be equally useful to lawyers and practitioners, including relevant commanders, politicians, policy staffs and academics. The objective is to state the law accurately and to explain its implications and provide practical guidance in this most sensitive area. This book is also available as open access.
