Available in PDF, EPUB and Kindle. Book excerpt: This book presents novel approaches to further SouthSouth Cooperation (SSC) on a global scale. The evolving aid architecture and mounting development challenges demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation. With the rise of emerging powers, we face an important question: ls the changing global order transforming the nature of development cooperation? Promoting equitable broad-based growth in order to alleviate poverty, calls for a new understanding of the principles of development assistance, good governance, transparency, ownership, and accountability. This book is published in English.

Available in PDF, EPUB and Kindle. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Available in PDF, EPUB and Kindle. Book excerpt: Given the rapid emergence of regional economic arrangements in Asia, especially in Southeast Asia, it is useful to understand clearly what regionalism implies for the region, as well as to take stock as to the far-reaching and complicated effects of formal economic cooperation and integration. This book allows the reader to better understand the relevant international policies of the Southeast Asian economies, and to appreciate the potential lessons for other developing regions. It also focuses on the regionalism trend with an explicit application to ASEAN, as well as the implications of regionalism in the developed countries. The goal of this book is to survey the economics and political economy of regionalism in the ASEAN context from a variety of perspectives and using various techniques, from standard economic analysis of preferential trading arrangements to the political economy analysis of institutions. Its approach is comprehensive in that it includes ASEAN economic integration in the areas of trade, foreign direct investment, and finance. Presentation of the material is designed to be accessible to non-technical audiences without sacrificing the rigor expected by economists and other experts.

Book excerpt: This report analyzes how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions, with a focus on the role played by infrastructure and public policies in facilitating this process. It examines major developments in South Asian–Southeast Asian trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. In particular, it identifies significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. This is particularly the case for land-based transportation—highways and railroads—and energy trading. The report’s focus is on connectivity in a broad sense, covering both hardware and software, including investment in infrastructure, energy trading, trade facilitation, investment financing, and support for national and regional policies.

Book excerpt: On 28 July 2008, the ASEAN Studies Centre and the Regional Economic Studies Programme, both of the Institute of Southeast Asian Studies, and the Konrad Adenauer Stiftung organized a roundtable on The ASEAN Economic Community Blueprint. The brainstorming session gathered Southeast Asian experts from the region to discuss the AEC Blueprint, which ASEANs leaders had adopted at their summit meeting in November 2007, and the prospects of any obstacles to its implementation by the target year, 2015. The roundtable started with a progress report on the AEC Blueprint given by S. Pushpanathan, Principal Director of Economic Integration and Finance, ASEAN Secretariat, Jakarta. Thereafter, the sessions examined the various aspects of the Blueprint tackling the non-tariff barriers, designing a comprehensive ASEAN Investment Agreement, a regional framework for competition policy, the role of infrastructure development in economic integration, the importance of international production networks in economic integration, etc.

Between 1981 and 2010, human capital contributed about 22% of annual gross domestic product per worker growth in India. During the same period, it contributed around 21% in Bangladesh, and 16% in Sri Lanka. However, education and skills remain the binding constraint. Raising the quality of education and skills in South Asia's workforce can play a critical role in catching up to the level of development of the People's Republic of China, the Republic of Korea, and other successful Southeast Asian economies. This study reviews the development of human capital in South Asia and analyzes contributing factors to human development including policies and strategies that countries in South Asia follow.

In the decades that followed, ASEAN's scope evolved to include an ambitious and progressive economic agenda. In December 2015, the ASEAN Economic Community (AEC) was formally launched. Although AEC has enjoyed some notable successes, the vision of economic integration is yet to be fully realized. This publication reviews the evolution of ASEAN economic integration and assesses the major achievements. It also examines the challenges that emerged during the past decade and provides recommendations on how to overcome them.

Book excerpt: This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Available in PDF, EPUB and Kindle. Book excerpt: Economic diplomacy is changing. The multilateral organizations that dominated the last half of the twentieth century no longer monopolize economic affairs. Instead, countries are resorting to more modest 'minilateral' strategies like trade alliances, informal 'soft law' agreements, and financial engineering to manage the global economy. Like traditional modes of economic statecraft, these tools are aimed at both liberalizing and supervising international financial policy in a world of diverse national interests. But unlike before, they are specifically tailored to navigating a post-American (and post-Western) world where economic power is more diffuse than ever before. This book explains how these strategies work and reveals how this new diplomatic toolbox will reshape how countries do business with one another for decades to come.

Book excerpt: Chinese behavior in Southeast Asia and the growth of Chinese military capabilities have aroused apprehension among countries of the Association of Southeast Asian Nations (ASEAN). How they react to a "rising China" could have major implications for U.S. interests, military requirements, and the USAF posture in the region. This study examines the implications of a rising China for U.S. security strategy and defense planning in Southeast Asia. In particular, it addresses the following questions: what role are the ASEAN states likely to play in developing a hedge against the possible emergence of an overtly aggressive China? If China emerges as a hostile competitor, are the ASEAN states likely to contribute to a United States-led effort to deter or oppose a Chinese challenge to regional security? What is the most effective strategy for pursuing cooperative military arrangements with the ASEAN states?
