The Council of Europe suggests reconciling social cohesion with the inevitable changes wrought by globalisation, namely the reorganisation of the parameters governing competition. This reconciliation should take into account the essential political value of democratic security, to be found firstly in employment; the high social and societal cost of precariousness attests to this. However, security should not imply rigidity. It should rather translate into societal recognition of a "right to transition" which calls for co-responsibility on the part of all social actors and stakeholders. Reconciliation is more than a political duty, it is a prerequisite for the stability necessary for social sustainability. It should therefore raise awareness of the need to find new ways of fairly sharing the costs and benefits such transitions create. -- Council of Europe.

La première dimension de la réponse est épistémologique: quels sont les arguments que Sen - et avant lui l'économie normative de la première moitié du XXe siècle - a avancé afin de justifier ou, au contraire, d'exclure les jugements de valeur hors de la théorie économique? Dans le deuxième temps de la thèse, j'ai montré quelle était l'éthique (principalement les normes et les principes de l'évaluation, fondés sur la notion de capabilité) qui se dessine à la lecture des travaux de Sen, avec pour fil directeur l'idée que l'approche par les capabitités a été construite en réaction aux lacunes que Sen attribue au welfarisme et à l'utilitarisme. Enfin la troisième partie de la thèse étudie les limites de l'éthique de Sen au travers de la confrontation de ses travaux avec trois théories normatives qui l'ont particulièrement influencée: la théorie du choix social, la théorie rawlsienne de la justice et enfin l'approche par les capabilités de Martha Nussbaum. Cette confrontation permet de montrer que la forme inachevée, parfois considérée comme une « faille» de l'approche de Sen, provient d'une tension entre deux normes contradictoires que cette approche cherche à satisfaire: la première qui impose de construire un cadre normatif plus adéquat pour l'évaluation du bien-être et la seconde - norme de pluralisme - qui limite l'étendue du contenu normatif qui peut être exprimé, par le choix de faire coexister ensemble des systèmes de valeurs différents et parfois contradictoires.
