Each chapter of the text focuses on three themes-mobilization, emergence, and incorporation. By analyzing the effects of race on black political development in Memphis, scholars will be able to examine broader questions about its effects in other cities. How do political machines use substantial black electorates to their advantage? What forms of protest do black communities conduct to rebel against machine rule? What primary mobilization tactics have black citizens used during the different periods of their political development? Why do blacks mobilize more quickly in some cities? In cities with large and predominantly black populations, what elements prevent black candidates from winning citywide races? What constraints do newly elected black mayors face? What benefits do black citizens gain from their representation? After a predominantly black governing coalition is elected, what obstacles remain? Can black citizens translate proportional representation into strong political incorporation? How much power can African Americans realistic expect to gain in cities? This book is the most comprehensive case study of the city's political scene written to date. The text primarily shows that white racism is not the only obstacle to black political development. Black citizens can have population majorities, but lose elections for other reasons. Their ability to win elections and gain full incorporation depends heavily on whether they minimize internal conflict and establish coalitions with middle-class citizens and the business establishment.

But these "laboratories of democracy" constitute perhaps the most creative and successful component of the American political experiment. Like each of the states, Tennessee state government has a distinct history and a political culture that reflects that history. This book places Tennessee's modern political institutions in the context of the history and personalities that formed them. They pay special attention to the period after 1978, when three governors left a lasting impression on the direction and culture of the state government. Separate chapters examine the legislative, executive, and judicial branches, explaining how and why Tennessee's political culture differs from other states. The book also explores the ways in which education, health care, corrections, and economic development define much of the government agenda. Additional chapters on the media, political campaigns, and local government provide a backdrop that elucidates more fully how the state government functions. Morgan Kousser criticizes the Court's "postmodern equal protection" and demonstrates that legislative and judicial history still matter for public policy. Offering an original interpretation of the failure of the First Reconstruction (after the Civil War) by comparing it with the relative success of the Second (after World War II), Kousser argues that institutions and institutional rules--not customs, ideas, attitudes, culture, or individual behavior--have been the primary forces shaping American race relations throughout the country's history. Using detailed case studies of redistricting decisions and the tailoring of electoral laws from Los Angeles to the Deep South, he documents how such rules were designed to discriminate against African Americans and Latinos. Kousser contends that far from being colorblind, Shaw v. Reno (1993) and subsequent "racial gerrymandering" decisions of the Supreme Court are intensely color-conscious. Far from being conservative, he argues, the five majority justices and their academic supporters are unreconstructed radicals who twist history and ignore current realities. A more balanced view of that history, he insists, dictates a reversal of Shaw and a return to the promise of both Reconstructions.
