Book excerpt: A database obtained from direct numerical simulation of a turbulent channel flow is analyzed to extract the propagation velocity V of velocity, vorticity, and pressure fluctuations from their space-time correlations. A surprising result is that V is approximately the same as the local mean velocity for most of the channel, except for the near-wall region. For y(+) is less than or equal to 15, V is virtually constant, implying that perturbations of all flow variables propagate like waves near the wall. In this region V is 55 percent of the centerline velocity U(sub c) for velocity and vorticity perturbations and 75 percent of U(sub c) for pressure perturbations. Scale-dependence of V is also examined by analyzing the bandpass filtered flow fields. Comprehensive documentation of the propagation velocities and space-time correlation data, which should prove useful in the evaluation of Taylor's hypothesis is presented. An attempt was made to explain some of the data in terms of our current understanding of organized structures, although not all of the data can be explained this way. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: The Origin of Species Charles Darwin The origin of turbulence in fluids is a long-standing problem and has been the focus of research for decades due to its great importance in a variety of engineering applications. Furthermore, the study of the origin of turbulence is part of the fundamental physical problem of turbulence description and the philosophical problem of determinism and chaos. At the end of the nineteenth century, Reynolds and Rayleigh conjectured that the reason of the transition of laminar flow to the 'sinuous' state is in stability which results in amplification of wavy disturbances and breakdown of the laminar regime. Heisenberg (1924) was the founder of linear hydrody namic stability theory. The first calculations of boundary layer stability were fulfilled in pioneer works of Tollmien (1929) and Schlichting (1932, 1933). Later Taylor (1936) hypothesized that the transition to turbulence is initi ated by free-stream oscillations inducing local separations near wall. Up to the 1940s, skepticism of the stability theory predominated, in particular due to the experimental results of Dryden (1934, 1936). Only the experiments of Schubauer and Skramstad (1948) revealed the determining role of insta bility waves in the transition. Now it is well established that the transition to turbulence in shear flows at small and moderate levels of environmental disturbances occurs through development of instability waves in the initial laminar flow. In Chapter 1 we start with the fundamentals of stability theory, employing results of the early studies and recent advances.
