Book excerpt: Social protection involves choices about whether the core principle behind social provisioning will be universal or selective through targeting. Extreme poverty is regarded as the world’s greatest human rights issue. The UN Universal Declaration of Human Rights starts from the idea that all human beings are born free and equal in status and rights. Under the international human rights law, States are legally obligated to establish social protection systems for their citizens, especially the vulnerable and at risk. Social protection in Ghana assumes three main targets for poverty reduction; the first target looks at labour market interventions in terms of employment services, job training, and direct employment generation. The second target deals with social insurance that targets risk mitigation, disability, ill health, old age, health insurance, and the third target is social assistance that provides welfare and social services, cash or in-kind transfers, and subsidies. The interventions under these targets are either universal or targeted. This study is concerned with the right base of social protection for OVC and examines the impact and challenges of some social protection interventions. For this purpose, three categories of participants made up of 53 OVC, Caregivers, SP interventions and institutions as well as Non-Governmental Organisations (NGO) were selected across the two townships of Wa and Jirapa for the study through systematic random sampling. Close ended questionnaires were administered to the OVC and their care-givers, while open ended questionnaires were administered to managers of some selected SP interventions, SP institutions and NGOs. Cross-sectional design was used and purposive sampling technique was employed to sample out the two townships. Methodologically, the study applies qualitative and quantitative instruments of data collection.

This faith-based approach highlights the role that religion may play in fulfilling the discretionary provisions of the Palermo Protocol by promoting the welfare and protecting the life and dignity of the victims. Additionally, religion is composed of sound moral ethics that determine people's behavior to refrain from the sinful conduct of trafficking. It also creates a sense of ethical responsibility that promotes supply chain transparency and ethical purchasing as well as advocating social reforms and anti-trafficking legislations initiatives. In fact, the author's approach, may be a model for other regions in the world and will be of interest to scholars, law and policy makers, human rights advocates and law enforcement agents working in the field of trafficking in persons.

This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. Data from the report are available on the PEI Data Portal (http://www.peiglobal.org), where users can explore and submit data to build on this baseline.

The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

Book excerpt: This report presents analysis and findings from an institutional assessment conducted during March - September 2019 of the Lesotho Child Grants Programme (CGP), a national social protection programme supporting poor households with children 0-18 years, and the Sustainable Poverty Reduction through Income, Nutrition and Access to Government services (SPRINGS) pilot project. The main objective of this study is to understand the institutional architecture and processes of the two programmes and identify those that facilitated or hindered coordination between the social protection and productive dimensions of development interventions seeking to address rural poverty, hunger and food insecurity. The study is part of a larger project - a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) - that seeks to identify factors that lead to better articulation between social protection interventions and rural productive inclusion strategies. Growing evidence has shown that complementarity between these interventions and greater coherence between social protection and rural development policies can lead to synergies by strategically addressing constraints faced by poor rural households.
