Book excerpt: The book examines the phenomenon of immigration federalism: its main characteristics, why and how it has developed, its implications for immigration systems (in general) and non-citizens’ rights (in particular). The book introduces the reader to theoretical perspectives on immigration federalism through three sets of literature – federalism, governance and non-citizens’ rights – that provide a necessary framework for understanding immigration federalism’s multiple facets and impacts. It also offers an analysis of immigration federalism through case studies of six jurisdictions: Australia, Canada, Germany, Switzerland, the EU and the US. Despite increased sub-national activity in immigration regulation in several federal states, very little research has been dedicated so far to comparing how federal states deal with immigration federalism. Comparative studies on the human rights implications of immigration federalism have received even less attention. This book seeks to fill the gap in this area and is an important contribution to the field, providing the reader with a better understanding of the complex issues surrounding immigration federalism and its impact on non-citizens.

Book excerpt: This edited volume presents an analysis of the evolution of French language policies and their impact on French regional languages and their communities. It gathers studies on language revitalisation from several territorial minority languages (Breton, Alsatian, Catalan, Occitan, Basque, Corsican, Francoprovençal, Picard, Reunionese) and evaluates the challenges and opportunities that they face in the 21st century. The chapters tackle different aspects of language endangerment and language planning and adopt varied theoretical and methodological approaches. The first section of the book reconsiders the difficulties in establishing linguistic boundaries and classification for some regional languages. The second section examines the important theme of the new generation of speakers with issues of transmission and identity formation and the changes they can bring to traditional communities. The third section highlights new developments in the context of new technologies and the heightened visibility of regional languages. Finally, the last section presents an overview of the contemporary situation of minority language revitalisation in France and synthesises the key trends identified in this volume: from the educational domain to the European Charter for Minority and Regional languages. This book will appeal to students and scholars of the sociology of language, sociolinguistics, language policy, minority languages and language endangerment.

Book excerpt: This report constitutes a synthesis of 10 years of research which was conducted to assist Ontario boards of education in implementing and evaluating French immersion programs in their jurisdictions. The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs. A bibliography is included on immersion education in Canada and the United States. (Author/AMH)

Available in PDF, EPUB and Kindle. Book excerpt: A history of the innovation and effects of the French Republican Calendar. The French Republican Calendar was perhaps the boldest of all the reforms undertaken in Revolutionary France. Introduced in 1793 and used until 1806, the Calendar not only reformed the weeks and months of the year, but decimalisedthe hours of the day and dated the year from the beginning of the French Republic. This book not only provides a history of the calendar, but places it in the context of eighteenth-century time-consciousness, arguing that the French were adept at working within several systems of time-keeping, whether that of the Church, civil society, or the rhythms of the seasons. Developments in time-keeping technology and changes in working patterns challenged early-modern temporalities, and the new calendar can also be viewed as a step on the path toward a more modern conception of time. In this context, the creation of the calendar is viewed not just as an aspect of the broader republican programme of social, political and cultural reform, but as a reflection of a broader interest in time and the culmination of several generations' concern with how society should be policed. Matthew Shaw is a curatorat the British Library, London.
