Available in PDF, EPUB and Kindle. Book excerpt: This book presents an analysis of the purposes, processes, politics, and outcomes of reform for each of the provinces and the northern territories. These analyses reveal that reforms during this turn-of-the-millennium period have reconfigured and in some cases re-empowered municipal governance and shifted the balance of roles, responsibilities, and relationships among city and regional municipal governments, and between them and their respective provincial and territorial governments. The reform process, however, has not gone so far as to "reinvent" municipal governance, and is not likely to in the forseeable future. Indeed, the extent of change in recent years, in many jurisdictions, has brought about a degree of reform fatigue so that the principle actors in provincial-municipal politics may be reticent to pursue new initiatives in the near future.

Book excerpt: In this comprehensive study, 15 African experts describe and analyse the military budgetary processes and degree of parliamentary oversight and control in nine countries of Africa, spanning across all the continent's sub-regions. Each case study addresses a wide range of questions, such as the roles of the ministries of finance, budget offices, audit departments and external actors in the military budgetary processes, the extent of compliance with standard public expenditure management procedures, and how well official military expenditure figures reflect the true economic resources devoted to military activities in these countries.

Available in PDF, EPUB and Kindle. Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The authors ground their analysis in relevant theory while drawing out implications of their findings for policy and practice.

Available in PDF, EPUB and Kindle. Book excerpt: REGINE is a research project on regularisation practices in the European Union. The aim of the project is to provide a thorough mapping of practices relating to the regularisation of third country nationals illegally resident in EU Member States. Two additional non-EU countries - Switzerland and the US - will also be covered to gain insights in regularisation practices and the impact of regularisations elsewhere. In examining regularisation practices, the project also investigates the relationship of regularisation policies to the overall migration policy framework, including to protection issues and refugee policies. Moreover, the project examines the political position of different stakeholders towards regularisation policies on the national level. Finally, the project examines potential options for policies on regularisation on the European level, incorporating Member States as well as other stakeholders' views on possible instruments on the European level.

Available in PDF, EPUB and Kindle. Book excerpt: In 1918, the end of the First World War triggered the return of Alsace and Lorraine to France after almost fifty years of annexation into the German Empire. Enthusiastic crowds in Paris and Alsace celebrated the return of the 'lost provinces,' but return proved far more difficult than expected. Over the following two decades, politicians, administrators, industrialists, cultural elites, and others grappled with the question of how to make the region French again. Differences of opinion emerged, and reintegration rapidly descended into a multi-faceted struggle as voices at the Parisian centre, the Alsatian periphery, and outside France's borders offered their views on how to introduce French institutions and systems into its lost borderland. Throughout these discussions, the border itself shaped the process of reintegration, by generating contact and tensions between populations on the two sides of the boundary line, and by shaping expectations of what it meant to be French and Alsatian. Borderland is the first comprehensive account of the return of Alsace to France which treats the border as a driver of change. It draws upon national, regional, and local archives to follow the difficult process of Alsace's reintegration into French society, culture, political and economic systems, and legislative and administrative institutions. It connects the microhistory of the region with the 'macro' levels of national policy, international relations, and transnational networks, and with the cross-border flows of ideas, goods, people, and cultural products that shaped daily life in Alsace as its population grappled with the meaning of return to France. In revealing the multiple voices who contributed to the region's reintegration, it underlines the ways in which regional populations and cross-border interactions have forged modern nations.

Book excerpt: This book introduces the special dynamics of women and their close relationships with the gift in both past and contemporary religious settings. Written from a cross-cultural perspective, it challenges depictions of women’s roles in religion where they have been relegated to compliance with specifically designated gendered attributes. The different chapters contest the resultant stereotypes that deny women agency. Each chapter describes women as engaged in an aspect of religion, from that of ritual specialists, to benefactors and patrons, or even innovators. The volume examines topics such as sainthood and sacrifice so as to refine these ideas in constructive ways that do not devalue women. It also examines the meaning of the term “gift” today, embracing the term in both figurative and literal ways. Such a collection of diverse women’s writings and activities provides a significant contribution to their quest for recognition, and also suggests ways this can be understood and realized today.
