Book Synopsis Community Benefits by : Jovanna Rosen
Download or read book Community Benefits written by Jovanna Rosen and published by University of Pennsylvania Press. This book was released on 2023-05-16 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Community Benefits, Jovanna P. Rosen explores a new pattern in urban development: local residents and community representatives leveraging large-scale development projects for agreements that promise dedicated local benefits, such as parks and jobs. In general, such development projects have not produced impactful benefits for local residents, and often have contributed to significant community harm, including gentrification and displacement. In response, community activists have launched a fight to control development, using benefits-sharing agreements to ensure that projects produced better outcomes for local residents. While such agreements now exist across the nation, the process of negotiating and enforcing them remains challenging. This book dives deep into four case studies--in Los Angeles, Atlanta, Seattle, and Milwaukee--to answer the following questions: Who ultimately benefits from both the agreements and the projects in question? How do benefits get delivered, and who controls this process? What works for these agreements to successfully produce community outcomes? Rosen shows that, without agreements that promote accountability, developers and other project proponents can walk away from the negotiating table once the agreement is signed and the development moves forward. This disregard for community benefits and priorities can leave community residents solely responsible for benefits delivery during implementation, but with few viable avenues to ensure that outcomes materialize. The cases reveal specific elements that agreements require to achieve success during implementation: community participation, managerial connections, effective partnerships, responsiveness, and vigorous oversight with accountability mechanisms. Although creating these conditions is difficult, sometimes impossible, and contingent on fragile processes, Rosen concludes the book with recommendations for both the agreement negotiation and implementation phases to ensure success.
Book Synopsis Social Capital and Poor Communities by : Susan Saegert
Download or read book Social Capital and Poor Communities written by Susan Saegert and published by Russell Sage Foundation. This book was released on 2002-01-10 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: Neighborhood support groups have always played a key role in helping the poor survive, but combating poverty requires more than simply meeting the needs of day-to-day subsistence. Social Capital and Poor Communities shows the significant achievements that can be made through collective strategies, which empower the poor to become active partners in revitalizing their neighborhoods. Trust and cooperation among residents and local organizations such as churches, small businesses, and unions form the basis of social capital, which provides access to resources that would otherwise be out of reach to poor families. Social Capital and Poor Communities examines civic initiatives that have built affordable housing, fostered small businesses, promoted neighborhood safety, and increased political participation. At the core of each initiative lie local institutions—church congregations, parent-teacher groups, tenant associations, and community improvement alliances. The contributors explore how such groups build networks of leaders and followers and how the social power they cultivate can be successfully transferred from smaller goals to broader political advocacy. For example, community-based groups often become platforms for leaders hoping to run for local office. Church-based groups and interfaith organizations can lobby for affordable housing, job training programs, and school improvement. Social Capital and Poor Communities convincingly demonstrates why building social capital is so important in enabling the poor to seek greater access to financial resources and public services. As the contributors make clear, this task is neither automatic nor easy. The book's frank discussions of both successes and failures illustrate the pitfalls—conflicts of interest, resistance from power elites, and racial exclusion—that can threaten even the most promising initiatives. The impressive evidence in this volume offers valuable insights into how goal formation, leadership, and cooperation can be effectively cultivated, resulting in a remarkable force for change and a rich public life even for those communities mired in seemingly hopeless poverty. Book Synopsis Government Abuse by : William Sims Curry
Download or read book Government Abuse written by William Sims Curry and published by Routledge. This book was released on 2017-07-28 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government contracting is plagued by nefarious, amateurish, and criminal behavior. By awarding government contracts to corporations as compensation for lavish gifts and personal favors, the United States government fails to serve the public interest effectively and honestly. William Sims Curry identifies and categorizes multiple deficiencies in how government contractors are selected, and proposes how reforms can be instituted. This book is based on extensive research. Curry sifted through two years worth of contractor claims maintained by the Government Accountability Office (GAO) regarding improper behavior of federal government agencies during the contract award process. He identified additional government contracting failures through review of media stories, inspector general reports, court cases, and press releases by government investigatory agencies.Much of this abuse originates from the mandated but ineffective practice of color coding rating proposals and a subjective ratings system. Curry proposes replacing the current practice with a scoring system that weighs contractor selection criteria according to the government's needs. This, along with the other procurement reforms Curry recommends, offers promise for an alternative to the fraud, waste, and incompetence currently rampant in government contracting.
