Book excerpt: Written by a team of expert practitioners at the Independent Office of Evaluation of IFAD, this book gives an overview of evaluation practice at IFAD. It looks at how evaluation practice has evolved to reflect, respond to and inform changing expectations of development assistance. It reveals how evaluation products and methodologies have benefited from key reviews, revisions and lessons learned, and also how they have progressively strengthened IFAD’s capacity to assess its operations and better understand its results. The book concludes with reflections on some of the challenges that lie ahead, including how the independent evaluation function can continue to evolve to meet future challenges and enhance the impact of development initiatives on people’s lives. This valuable insight into practice will be of interest to researchers, practitioners and policymakers in development economics, development studies and rural studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the principles and the tools for participatory evaluation of sustainable development--growth that does not compromise the ability of future generations to meet their needs. It is intended for any citizen or group that may be concerned with protecting or recovering a cultural heritage, assessing the impact of a project or of plans that impact an environment or ecosystem. The authors describe participatory evaluation processes that will empower all interested "stakeholders"--anyone impacted by a proposed venture--to determine and control what is to be evaluated and how it is evaluated, to articulate and define their community’s vision, and to ensure that development plans meet their community’s needs sustainably. Acknowledging that the specific concepts, challenges, opportunities, and circumstances surrounding sustainable development differ significantly from one place or group to another, the authors provide an adaptable framework for developing an evaluation plan, as well as the tools for collecting, analyzing, interpreting and presenting data. They explain how to use and communicate findings to ensure a full and appropriate debate about the issues, and finally how to implement the evaluation plan.An important and practical book for anyone concerned with the impact of planning and development issues and who wants to ensure that all sectors of their community are given a voice in decisions that affect them.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid urbanisation, inequalities in income and service levels within and between communities, and population and economic decline are challenging the viability of rural communities worldwide. Achieving healthy and viable rural communities in the face of rapidly changing social, ecological and economic conditions is a declared global priority. As a result, governments all over the world, in both developed and developing countries, are now prioritizing rural and regional development through policies and programs aimed at enhancing the livelihoods of people living in rural regions. In recognition of the important roles that research can play in rural development, a range of systematic literature reviews have rightly examined key priorities in rural development including education, gender, economic development (especially agriculture), and health and nutrition (see Department for International Development [DFID], 2011). However, none of these works has systematically examined the extent to which rural development as a field of research is progressing towards facilitating sustainable change. This book evaluates trends in rural development research across the five continental regions of the world. Specifically, it assesses the total publication output relating to rural development, the types of publications, their quality and impact over the last three decades. Additionally, it evaluates the continental origins of the publications as well as the extent to which such publications engage with issues of sustainability. The aim is to determine whether the rural development field is growing in a manner that reflects research and policy priorities and broader social trends such as sustainability. Development policy makers, practitioners, those teaching research methods and systematic literature reviews to undergraduate and graduate students, and researchers in general will find the book both topical and highly relevant.

Book excerpt: The objective of the Rio de Janeiro Sustainable Rural Development Project is to increase the adoption of integrated and sustainable farming systems approaches in specific areas of the Brazil's territory, thus contributing to the higher-order objective of increasing small-scale farming productivity and competitiveness in those areas. The Project will support three components: 1. The Support to Small Farmer Production and Competitiveness component will provide assistance to rural beneficiaries to operate changes in rural production processes within a framework of market-driven agricultural development focused on sustainable and increased productivity of small farmers, value added and market linkages through: a) pre-investment activities; and b) investment activities. 2. The Institutional Frameworks component will improve the Borrowers institutional frameworks supporting market-driven agricultural development by: a) strengthening rural institutions and coordination mechanisms; b) improving public and private financial support mechanisms; and c) undertaking participatory research. 3. The Project Coordination and Information Management component will support: a) the Borrower’s overall project management and coordination, monitoring and evaluation, as well as; b) dissemination of key sustainable rural development information under the Project.

It first considers environmental sustainability for development projects, both methodically and in terms of practical policy, with an emphasis on incorporating environmental policies more effectively into development programs. Further discussion covers the success of projects in relation to approaches to human resource development and how the planning process develops into concrete development. Emphasis is placed in this section on managerial effectiveness. The final chapters rely on country case studies to examine the extent to which donors and recipients have developed their approaches to project and program development and consider the long-term sustainability of development projects. Book excerpt: Throughout the global community, the challenges of finite resources, budget deficits, and growing interdependence and complexity have forced governments and the private sector to do more with less. In the foreign assistance realm, this has translated into a donor mandate to promote self-sustaining development in the Third World, a key component of which is the institutional framework that conceives, plans, funds, implements, and manages activities. This book, based on the results of a multi-year applied research project, focuses on institutional sustainability and its role in agriculture and rural development. It concentrates on collaboration between international donor organizations and developing countries to design and implement projects aimed at introducing performance and capacity improvements. The collection of fifteen essays is divided into three subject areas. Part one examines the sustainability dimensions of agriculture and rural development, with chapters that focus on the range of meanings of sustainability and the relationship between it and continued benefit flows; a conceptual model that draws on systems theory, organizational contingency theory, and political economy; and the action-research methodology for applying the model in the field. Part two is made up of nine chapters, each of which uses the model to analyze a particular case where an international donor-funded intervention sought to develop a sustainable institution. The cases range geographically across the world. Finally, part three draws on the case experiences to highlight strategies for promoting institutional sustainability. Lessons are derived from a comparative analysis of several of the cases, and a chapter incorporating the points made in all of the cases is also provided. With its comparative framework and conclusion that institutional sustainability is a feasible objective for development agencies, this volume will be an important work for development practitioners and students of development administration, as well as a significant addition to public and academic library collections.

It provides a broad-ranging assessment of agriculture and local-level institutional development and sets out a range of agendas for development practice, management and policy into the twenty-first century.
