Book excerpt: Operation Iraqi Freedom (OIF), the U.S.-led coalition military operation in Iraq, was launched on March 20, 2003, with the goal of removing Saddam Hussein¿s regime and destroying its ability to use weapons of mass destruction. The focus of OIF has shifted from regime removal to helping the Gov¿t. of Iraq improve security, establish a system of governance, and foster economic development. This report addresses these policy issues: Identifying how U.S. national interests and strategic objectives, in Iraq and the region, should guide further U.S. engagement; Monitoring and evaluating the impact of the changes in the U.S. presence and role in Iraq; and Laying the groundwork for a traditional bilateral relationship. Book excerpt: "In April of 2003, a stunned world looked on as the armed forces of the United States and Britain conducted a lightning-fast military campaign against Iraq. Confounding predictions of failure, the Anglo-American victory brought down not just the Iraqi regime, but also much of the conventional wisdom about modern war. But even as U.S. and British forces occupied Basra, Tikrit, and Mosul, the Iraqi nation slipped into anarchy - and new military and security challenges emerged." "In this book, respected military analyst Anthony Cordesman provides the first in-depth examination of the key issues swirling around the most significant U.S. war since Vietnam. Finding answers is essential if we are to understand the United States' awesome power and its place in a new age of international terror and regional conflict. Finding answers is also essential if we are to draw the proper lessons and understand the new challenges of conflict termination, peacemaking, and nation building."--BOOK JACKET.

When American forces first confronted it in Iraq, they were not fully prepared. Since then, the U.S. military and other government agencies have expended much effort to refine their counterinsurgency capabilities. But have they done enough?

Available in PDF, EPUB and Kindle. Book excerpt: The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

Book excerpt: In Jan. 2007, the Pres. announced a new U.S. strategy to stem the violence in Iraq and help the Iraqi gov¿t. foster conditions for national reconciliation. In ¿The New Way Forward,¿ the Admin. articulated near-term goals to achieve over a 12- to 18-month period and reasserted the end state for Iraq: a unified, democratic, federal Iraq that can govern, defend, and sustain itself and is an ally in the war on terror. To support this strategy, the U.S. increased its military presence and financial commitments for Iraq operations. This testimony discusses: (1) progress in meeting key security, legislative, and economic goals of ¿The New Way Forward¿; and (2) past and current U.S. strategies for Iraq and the need for an updated strategy. Book excerpt: If Iraq and the United States are to win the war in any meaningful and lasting sense, they must translate the Strategic Agreement they signed in November 2008 into a lasting and functional strategic partnership. In the process, the United States must put Iraq firmly in the lead, but sustain the kind of aid and advice that will help Iraq make further progress in political accommodation, the quality of governance, economic development, and security. The CSIS Burke Chair in Strategy conducted a detailed analysis of the current situation in Iraq, the challenges Iraq faces, and the actions the United States needs to take to help Iraq meet those challenges. Its report provides a detailed risk assessment of current and potential levels of violence in Iraq. It addresses the levels of political accommodation and stability and the problems Iraq still faces in the aftermath of the national election. It also addresses the opportunities and problems in developing Iraq's petroleum sector; investment and development issues in other sectors, the problems in the Iraqi budget forecasts, and progress in Iraqi reconstruction. It evaluates the need for continued economic aid and advice and describes U.S. options for extending such assistance. The concluding section examines progress in creating Iraqi military and police forces. It examines the role the United States can play in helping Iraq further develop such forces and analyzes what a strategic partnership, based on the Strategic Agreement, should mean.

Book excerpt: Iraq and the US face a critical transition during the period through 2011 and beyond. There is still a war to finish, but this is only part of the challenge both countries face. No one can be certain whether Iraq can achieve a stable level of political accommodation to deal with its internal problems. Iran seeks to expand it's influence, and Turkey will not tolerate a sanctuary for hostile Kurdish movements like the PKK. Arab support for Iraq remains weak, and Iraq's Arab neighbors fear both Shi'ite dominance and what that could mean in terms of Iran's role in Syria and Lebanon as well as Iraq. Even if it moves forward towards stability and political accommodation and largely ends the insurgency, it will be extremely difficult for Iraq to develop all of the security capabilities it needs for even the counterinsurgency mission before the full US withdrawal scheduled to take place by the end of 2011. This could force the US to hand over responsibility to the Iraqi Security Forces before these forces are fully able to do the job. It could also force the US to withdraw prematurely the US trainers and partner units that the IRS needs to secure the country and defend it from any threat from it's neighbors. ... Dealing with these issues will be a critical priority for the US for at least half a decade to come.

Book excerpt: From fiscal year 2001 through July 2008, Congress provided more than $808 billion to the Department of Defense (DoD) for the Global War on Terrorism, including military operations in Iraq and Afghanistan. Moreover, since fiscal year 2003, about $49 billion has been provided to U.S. agencies for reconstruction and stabilization in Iraq and $32 billion for similar efforts in Afghanistan since fiscal year 2002. In February 2009, President Obama announced a new U.S. strategy for Iraq and plans to develop a new comprehensive strategy for Afghanistan. This statement is based on an extensive body of work examining U.S. efforts in Iraq and Afghanistan. Illustrations.

Available in PDF, EPUB and Kindle. Book excerpt: "[This book] examines how Iraq's evolving political order affects its complex relationships with its neighbors and the United States. The book depicts a region unbalanced, shaped by new and old tensions, struggling with a classic collective action dilemma, and anxious about Iraq's political future, as well as America's role in the region, all of which suggest trouble ahead absent concerted efforts to promote regional cooperation. In the volume's case studies ... [scholars] review Iraq's bilateral relationships with Turkey, Iran, Saudi Arabia, the Gulf Arab states, Syria, and Jordan and explore how Iraq's neighbors could advance the country's transition to security and stability. The volume also looks at the United States' relations with and long-term strategic interests in Iraq and offers recommendations for how the United States can help Iraq strengthen and grow"--Page 4 of cover.
