Book excerpt: An innovative examination of the shift by American political parties toward issue-based differentiation Recent Democratic and Republican party platforms display clear differences on such issues as abortion, LGBTQ+ rights, gun control, and the environment. These distinctions reflect a programmatic party system—that is, one in which policy positions serve as a key basis of electoral competition. Yet party politics were not always so issue-oriented; the rise of policy positions as the dominant marker of party appeal occurred largely over the last fifty years. In Divergent Democracy, Katherine Krimmel examines this transformation of the American party system, using innovative machine learning techniques to develop and present the first measure of party differentiation on issues since Democrats and Republicans began competing with each other in 1856. Why did the shift to issue-based party competition take more than a century to materialize? Krimmel offers a groundbreaking theory, focusing on what aids and constrains parties’ abilities to do the difficult, conflict-ridden work of developing issue positions. She argues that clientelistic subnational party organizations, promising material support or jobs in return for votes, long impeded programmatic partisanship while the growth of national party organizations facilitated it. Moreover, institutions and agents of racial oppression extended the life of nonprogrammatic practices, as they attempted to shield discriminatory laws and institutions from interparty competition. Following the civil rights revolution of the 1960s, space opened for programmatic competition to grow. Using both quantitative and qualitative tools, Krimmel offers a vital view of the foundations of today’s issue-based party competition and its alternatives.

Book excerpt: The rancorous debate over the future of Social Security reached a fever pitch in 2005 when President Bush unsuccessfully proposed a plan for private retirement accounts. Although efforts to reform Social Security seem to have reached an impasse, the long-term problem—the projected Social Security deficit—remains. In Pension Puzzles, sociologists Melissa Hardy and Lawrence Hazelrigg explain for a general audience the fiscal challenges facing Social Security and explore the larger political context of the Social Security debate. Pension Puzzles cuts through the sloganeering of politicians in both parties, presenting Social Security's technical problems evenhandedly and showing how the Social Security debate is one piece of a larger political struggle. Hardy and Hazelrigg strip away the ideological baggage to explicate the basic terms and concepts needed to understand the predicament of Social Security. They compare the cases for privatizing Social Security and for preserving the program in its current form with adjustments to taxes and benefits, and they examine the different economic projections assumed by proponents of each approach. In pursuit of its privatization agenda, Hardy and Hazelrigg argue, the Bush administration has misled the public on an issue that was already widely misunderstood. The authors show how privatization proponents have relied on dubious assumptions about future rates of return to stock market investments and about the average citizen's ability to make informed investment decisions. In addition, the administration has painted the real but manageable shortfalls in Social Security revenue as a fiscal crisis. Projections of Social Security revenues and benefits by the Social Security Administration have treated revenues as fixed, when in fact they are determined by choices made by Congress. Ultimately, as Hardy and Hazelrigg point out, the clash over Social Security is about more than technical fiscal issues: it is part of the larger culture wars and the ideological struggle over what kind of social responsibilities and rights American citizens should have. This rancorous partisan wrangling, the alarmist talk about a "crisis" in Social Security, and the outright deception employed in this debate have all undermined the trust between citizens and government that is needed to restore the solvency of Social Security for future generations of retirees. Drawing together economic analyses, public opinion data, and historical narratives, Pension Puzzles is a lucid and engaging guide to the major proposals for Social Security reform. It is also an insightful exploration of what that debate reveals about American political culture in the twenty-first century. Talking About: An Intentionalist Theory of Reference argues that mental mechanisms ought to be postulated to explain human cognitive capacities. Pragmatic competence is the capacity to successfully produce utterances with a communicative intention. By examining the characteristic function and malfunction of the mechanism for referential competence, the study shows that confused reference should be understood as a type of malfunction. This is the core thesis of Edenic intentionalism: that the identity confusion disrupts the normal function of the speech art of reference.

What sustains split partisan control of the institutions of American national government year after year? Why can it shift so easily from Democratic or Republican presidencies, coupled with Republican or Democratic Congresses? How can the vast array of issues and personalities that have surfaced in American politics over the last forty years fit so neatly within-indeed, reinforce-the sustaining political pattern of our time? These big questions constitute the puzzle of modern American politics. The old answer—a majority and a minority party, plus dominant and recessive public issues—will not work in the Era of Divided Government. Byron Shafer, a political scientist who is regarded as one of the most comprehensive and original thinkers on American politics, provides a convincing new answer that has three major elements. These elements in combination, not "divided government" as a catch phrase, are the real story of politics in our time. The first element is comprised of two great sets of public preferences that manifest themselves at the ballot box as two majorities. The old cluster of economic and welfare issues has not so much been displaced as simply joined by a second cluster of cultural and national concerns. The second element can be seen in the behavior of political parties and party activists, whose own preferences don't match those of the general public. That public remains reliably left of the active Republican Party on economic and welfare issues and reliably right of the active Democratic Party on cultural and national concerns. The third crucial element is found in an institutional arrangement—the distinctively American matrix of governmental institutions, which converts those first two elements into a framework for policymaking, year in and year out. In the first half of the book, Shafer examines how dominant features of the Reagan, first Bush, Clinton, and second Bush administrations reflect the interplay of these three elements. Recent policy conflicts and institutional combatants, in Shafer's analysis, illuminate this new pattern of American politics. In the second half, he ranges across time and nations to put these modern elements and their composite pattern into a much larger historical and institutional framework. In this light, modern American politics appears not so much as new and different, but as a distinctive recombination of familiar elements of a political style, a political process, and a political conflict that has been running for a much, much longer time.

The search for social democracy has not been an easy one over the last three decades. The economic crisis of the 1970s, and the consequent rise of neo-liberalism, confronted social democrats with difficult new circumstances: tax-resistant electorates, the globalisation of capital and Western deindustrialisation. In response, a new bout of ideological revisionism consumed social democratic parties. But did this revisionism simply amount to a neo-liberalisation of the Left or did it propose a recognisably social democratic agenda? Were these ideological adaptations the only feasible ones or were there other forms of modernisation that might have yielded greater strategic dividends for the Left? Why did some social democratic parties feel it necessary to take their revisionism much further than others? In search of social democracy brings together prominent scholars of social democracy to address these questions. Focusing on the social democratic heartland of Western Europe (although Australia and the United States also figure in the analysis), it gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the underlying causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then proceeds to examine detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The contributors offer a variety of perspectives – some are sceptical of social democracy’s prospects, others more sanguine; some supportive of the performance of social democratic parties in government, others bitingly critical. But they are united by the conviction that the themes addressed in this book are crucial to understanding the current politics of the industrialised world and, in particular, to determining the feasibility of more egalitarian and democratic social outcomes than have been possible so far in the era of neo-liberalism.

However, it does maintain roots going back a few versions and looks out for backward compatibility issues with SQL Server 2005 and SQL Server 2000. These versions are old enough that there is little to no time spent on them except in passing. The book is oriented around developing on SQL server. Most of the concepts are agnostic to what client language you use although the examples that leverage a client language general do so in C#. For those who are migrating from early versions of SQL Server, some “gotchas” that exist any time a product has versions are discussed to the extent that they seem to be a genuinely relevant issue. This book assumes that you have some experience with SQL Server and are at an intermediate to advanced level. The orientation of the book is highly developer focused. While there is a quick reference-oriented appendix, there is very little coverage given to beginner level topics. It is assumed that you already have experience with data manipulation language (DML) statements and know the basics of the mainstream SQL Server objects (views, stored procedures, user defined functions, etc.). If you would like to brush up on your knowledge before diving into this book, the author recommends reading Beginning SQL Server 2008 Programming first. There is very little overlap between the Beginning and Professional books and they are designed to work as a pair.
