Whilst shaped by the legacy of the Mexican state’s colonial history as well as by recent social, economic and political developments, the study of policy analysis within Mexico provides important comparative lessons for other countries. Contributors study the nature of policy analysis at different sectors and levels of government as well as by non-governmental actors, such as unions, business, NGOs and the media, promoting the use of evidence-based policy analysis, leading to better policy results. The book is a vital resource for academics and students of policy studies, public management, political science and comparative policy studies.

Book excerpt: Although Mexican emigration to the United States is still relevant, it has also become a return, transit, and recipient country for thousands of refugees. Now, many of these migrants, refugees, and their families stay on Mexican soil territory, trying to integrate within Mexican society. This book brings together leading experts in Mexico and covers the political dimension of integration for migrants in Mexico analyzing integration policies, civil society efforts, and public opinion from various angles. In this context, many questions arise. Among the most relevant: What has the federal government done to assist these migrant groups, who often arrive in conditions of great vulnerability? What policies have been implemented at the subnational level of government to adequately integrate these population groups? What actions have been implemented by other local actors, such as civil society organizations? What do Mexicans think about newcomers? Immigrant integration in Mexico will be of interest to students and scholars across a range of disciplines including international relations, development studies, anthropology, international studies, sociology, and Latin American studies.

Available in PDF, EPUB and Kindle. Book excerpt: Now in a thoroughly updated edition, this comprehensive and engaging text explores contemporary Mexico’s political development and examines the most important policy issues facing Mexico in the twenty-first century. The first half of the book traces Mexican political development after the 1910 Revolution and the creation of a single-party dominant system headed by the PRI (Institutional Revolutionary Party). It includes detailed treatment of the “classic” PRI system’s characteristics, as well as a thorough account of the PRI’s demise and an insightful examination of how the country’s institutions evolved under two successive PAN (National Action Party) presidential administrations before returning to PRI rule. The second half of the book analyzes the most pressing policy issues confronting Mexican society today—including macroeconomic growth and stability, poverty and inequality, the development of civil society, combating drug trafficking, strengthening the rule of law, and migration—and weighs their influence on the future of democracy in Mexico. The text to this revised edition is richly supplemented by new figures and tables that illustrate broad political, social, and economic trends and by boxes that provide in-depth treatment of a variety of subjects and concepts. Readers will find this widely praised book continues to be the most current and accessible work available on Mexico's politics and policy. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Book excerpt: Conditional cash transfer programs (CCTs)—cash grants to poor families that are conditional on their participation in education, health, and nutrition services—have become a vital part of poverty reduction strategies in many countries, particularly in Latin America. In Conditional Cash Transfers in Latin America, the contributors analyze and synthesize evidence from case studies of CCTs in Brazil, Honduras, Mexico, and Nicaragua. The studies examine many aspects of CCTs, including the trends in development and political economy that fostered interest in them; their costs; their impacts on education, health, nutrition, and food consumption; and how CCT programs affect social relations shaped by gender, culture, and community. Throughout, the authors identify the strengths and weaknesses of CCTs and offer guidelines to those who design them.
