Book excerpt: This text argues that, instead of leading toward greater democratization, Mexico's policies of privatization in the 1980s were used for personal benefit, and to lubricate the existing state-labour relationship. It builds its case around the privatization of Mexico's telecommunications.

Available in PDF, EPUB and Kindle. Book excerpt: Winner, Abbott Lowell Cummings Award, Vernacular Architecture Forum, 2020 From the boundary surveys of the 1850s to the ever-expanding fences and highway networks of the twenty-first century, Border Land, Border Water examines the history of the construction projects that have shaped the region where the United States and Mexico meet. Tracing the accretion of ports of entry, boundary markers, transportation networks, fences and barriers, surveillance infrastructure, and dams and other river engineering projects, C. J. Alvarez advances a broad chronological narrative that captures the full life cycle of border building. He explains how initial groundbreaking in the nineteenth century transitioned to unbridled faith in the capacity to control the movement of people, goods, and water through the use of physical structures. By the 1960s, however, the built environment of the border began to display increasingly obvious systemic flaws. More often than not, Alvarez shows, federal agencies in both countries responded with more construction—“compensatory building” designed to mitigate unsustainable policies relating to immigration, black markets, and the natural world. Border Land, Border Water reframes our understanding of how the border has come to look and function as it does and is essential to current debates about the future of the US-Mexico divide.

Available in PDF, EPUB and Kindle. Book excerpt: The last two decades saw a host of governments abandon statist development models for more market-friendly ones. However, not all reform attempts fared equally well. Why do some governments succeed in implementing market reforms while others fail? Why might the same government succeed in one policy area but not another? Market Reforms in Mexico explores these central questions by examining Mexico's reform experience in privatization, deregulation, and environmental policy. More than simply a book on 'Mexican politics,' this study speaks to the broader political dynamics behind the success or failure to implement reforms; first, by assessing new policy initiatives in multiple arenas across presidential administrations in Mexico, then by comparing Mexico's privatization experience to that of Argentina's. Through structured, focused comparison of select case studies, the author argues that the fate of dramatic reform initiatives turned on coalition politics (both inside and outside the state), and explains how institutional dynamics and the capacity to solve the problem of policy 'costs' strongly affected reformers' prospects of success.

Book excerpt: This edition of the World Bank has been revised and expanded by the Terminology Unit in the Languages Services Division of the World Bank in collaboration with the English, Spanish, and French Translation Sections. The Glossary is intended to assist the Bank's translators and interpreters, other Bank staff using French and Spanish in their work, and free-lance translator's and interpreters employed by the Bank. For this reason, the Glossary contains not only financial and economic terminology and terms relating to the Bank's procedures and practices, but also terms that frequently occur in Bank documents, and others for which the Bank has a preferred equivalent. Although many of these terms, relating to such fields as agriculture, education, energy, housing, law, technology, and transportation, could be found in other sources, they have been assembled here for ease of reference. A list of acronyms occurring frequently in Bank texts (the terms to which they refer being found in the Glossary) and a list of international, regional, and national organizations will be found at the end of the Glossary.

Available in PDF, EPUB and Kindle. Book excerpt: This publication reviews Ecuador's fiscal management and public expenditure policies in the context of its development and poverty reduction goals. Findings include that the country's impressive fiscal performance of 2003 is encouraging but fragile, as several structural bottlenecks could impede fiscal discipline and recovery. Reversing poverty trends is critical for the country's stability, and this can only be achieved with well-targeted, effective and efficient pro-poor programmes.

First, it is, to the extent feasible, based on comparable information on the status and trends of major indicators of the state of the environment in Canada,Mexico, and the United States. Second, the report confirms that these three countries together make up an incredibly complex, dynamic, and interconnected ecosystem in which humans play a dominant and decisive role. Third, the report raises important and sometimes disquieting questions concerning the sustainability of some current trends. Finally, the report is a reminder that our economic, social, and physical well-being are utterly dependent on the life-sustaining services provided by nature. This report emphasizes the importance of developing mutually compatible economic, social, and environmental goals and policies across the three-country region.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, experts in atmospheric sciences, human health, economics, social and political sciences contribute to an integrated assessment of the complex elements needed to structure air quality policy in the 21st century. The analysis is developed through a case study of the Mexico City Metropolitan Area - one of the world's largest megacities in which air pollution grew unchecked for decades. The international research team is led by Luisa T. and Mario J. Molina, Nobel Laureate in Chemistry. Improvements in Mexico City's air quality in the last decade testifies to the power of determined and enlightened policy making, and throws into relief the tough problems that remain to be solved. The volume's first six chapters, including the contributions of over 50 distinguished scholars from Mexico and the US, outline the fundamental areas of knowledge policy makers must accommodate. The message is that only good science and well-chosen technologies can direct the way to corrective regulatory measures; but without strong commitment from government, no amount of science or technology can help.
