In contrast with European countries, Latin American economies largely specialized in commodity exports, showed high levels of urbanization and high transports costs (both domestic and international). Book excerpt: In The Economic Illusion Robert Kuttner sets out to refute the conventional view that a more egalitarian distribution of income and services is only achievable at the expense of a prosperous and growing capitalism. By carefully examining issues where economic growth and social justice appear to be in conflict—issues such as social security, protectionism, income taxation, and welfare—he convincingly argues that equality and economic prosperity are not mutually exclusive pursuits. As a means to reconcile equality with efficiency—i.e., prosperity—Kuttner argues for economic polices that would deemphasize private markets, for an increase in trade protection, and for an adapted version of the technical approaches of such countries as Sweden, Germany, Austria, and Japan. Kuttner concludes his arguments with the suggestion that injustice is not necessarily an economic issue and that practical social alternatives are possible.

It studies the case of Buenos Aires in the 1860s and 1870s, when the inauguration of a new national order in Argentina entailed a radical change in the ways of power. By exploring the different forms of participation of the people in the public life of the city, it illuminates a frequently neglected side of the process of construction and legitimization of political power in nineteenth-century Latin American societies. It also provides new historical evidence on the origins of democracy in Argentina, and proposes an interpretation of that process that challenges prevailing views. The book focuses on two major topics: the history of elections and electoral practices, and the creation and development of a public sphere. Its detailed, and often colorful, description of electoral procedures portrays a dynamic and competitive political life that contradicts traditional interpretations of the history of citizenship in Argentina. The author also argues that elections were not the only major element in the relationship between the many and the few, that these decades witnessed the formation of a public sphere: a space of mediation between civil society and the political realm, where different groups voiced their opinions and directly represented their claims. She studies three aspects of the life of the city that were symptoms of this process: the proliferation of associations, the expansion of the periodical press, and the development of a "culture of mobilization. The book concludes by assessing how its conclusions offer new clues to the study of the Argentine political system, the history of Latin American democracies, and, more generally, the relations between the many and the few in modern societies.

The authors begin from a premise that political leaders are self-interested politicians rather than benign agents of the people they lead. When leaders depend on only a few backers to stay in power, they dole out privileges to those people, thereby dissipating their country’s total resources and national growth potential. On the other hand, leaders who need large coalitions to stay in office implement policies that generally foster growth and political competition over ideas. The result is that those who promote policies that lead to stagnation tend to stay in office for a long time, and those who produce prosperity tend to lose their jobs. Analyzing countries in North and South America and Asia, the authors discuss the range of political regimes that permit or even encourage leaders to rule by mismanaging their nation’s resources.
