Available in PDF, EPUB and Kindle. Book excerpt: The global energy scene is in a state of flux. Large-scale shifts include: the rapid deployment and steep declines in the costs of major renewable energy technologies; the growing importance of electricity in energy use across the globe; profound changes in China's economy and energy policy, moving consumption away from coal; and the continued surge in shale gas and tight oil production in the United States. These changes provide the backdrop for the World Energy Outlook-2017, which includes a full update of energy demand and supply projections to 2040 based on different scenarios. The projections are accompanied by detailed analyses of their impact on energy industries and investment, as well as implications for energy security and the environment. The report this year includes a focus on China, which examines how China's choices could reshape the global outlook for all fuels and technologies. A second focus, on natural gas, explores how the rise of shale gas and LNG are changing the global gas market as well as the opportunities and risks for gas in the transition to a cleaner energy system. Finally, the WEO-2017 introduces a major new scenario - the Sustainable Development Scenario - that outlines an integrated approach to achieving internationally agreed objectives on climate change, air quality and universal access to modern energy.

Book excerpt: In recent years, the humanitarian community has looked inward, learning from their past experiences in providing emergency shelter for the ever-increasing number of populations suffering from crises worldwide. The humanitarian reform process has helped widen the community of practitioners, reinforced global and country-based coordination systems, and required the agencies concerned to seek new and better means of ensuring integrated and robust humanitarian programming. This publication is an example of a series of learning tools being produced to support improved response to crises. It has been developed by the Emergency Shelter Cluster through a group of agencies within the cluster led by UN-HABITAT. It contains summaries of a range of experiences applied in crisis situations, and an honest appraisal of their successes and failures.

Using episodes of fiscal consolidation for a sample of 17 OECD countries over the period 1978–2009, we find that fiscal consolidation has typically had significant distributional effects by raising inequality, decreasing wage income shares and increasing long-term unemployment. The evidence also suggests that spending-based adjustments have had, on average, larger distributional effects than tax-based adjustments.

Book excerpt: There is growing dissatisfaction with the economic policies advocated by the IMF and other international financial institutions - policies that have often resulted in stagnating growth, crises, and recessions for client countries. This book presents an alternative to "Washington Consensus" neo-liberal economic policies by showing that both macro-economic and liberalization policy must be sensitive to the particular circumstances of developing countries. One-size-fits-all policy prescriptions are likely to fail given the vast differences between countries. This book discusses how alternative approaches to economic policy can better serve developing countries both in ordinary times and in times of crisis.

Available in PDF, EPUB and Kindle. Book excerpt: “The crisis has deeply impacted virtually every economy in the world, and although growth has returned, much progress in the fight against poverty has been lost. More difficult international conditions in the years to come will mean that developing countries will have to place even more emphasis on improving domestic economic conditions to achieve the kind of growth that can durably eradicate poverty. —Justin Yifu Lin, Chief Economist and Senior Vice President The World Bank 'Global Economic Prospects 2010: Crisis, Finance, and Growth' explores both the short- and medium-term impacts of the financial crisis on developing countries. Although global growth has resumed, the recovery is fragile, and unless business and consumer demand strengthen, the world economy could slow down again. Even if, as appears likely, a double-dip recession is avoided, the recovery is expected to be slow. High unemployment and widespread restructuring will continue to characterize the global economy for the next several years. Already, the crisis has provoked large-scale human suffering. Some 64 million more people around the world are expected to be living on less than a $1.25 per day by the end of 2010, and between 30,000 and 50,000 more infants may have died of malnutrition in 2009 in Sub-Saharan Africa, than would have been the case if the crisis had not occurred. Over the medium term, economic growth is expected to recover. But increased risk aversion, a necessary and desirable tightening of financial regulations in high-income countries, and measures to reduce the exposure of developing economies to external shocks are likely to make finance scarcer and more costly than it was during the boom period. As a result, just as the ample liquidity of the early 2000s prompted an investment boom and an acceleration in developing-country potential output, higher costs will likely yield a slowing in developing-country potential growth rates of between 0.2 and 0.7 percentage points, and as much as an 8 percent decline in potential output over the medium term. In the longer term, however, developing countries can more than offset the implications of more expensive international finance by reducing the cost of capital channeled through their domestic financial markets. Covering Latin America and the Caribbean, East Asia, South East Asia, the Middle East and North Africa and sub-Saharan Africa, the transition economies and industrial countries, it focuses on the distinct labour market characteristics and challenges faced by each region and economic group. It also traces factors contributing to the global employment decline, such as the increase in informal sector employment, the decrease in employment in information and communication technology, as well as extensive jobs losses in the travel and tourism industries and the export and labour-intensive manufacturing sectors.
