Book excerpt: Scholars of public administration, economics, and political science, most from the region but some from western Europe and the US, describe the emerging civil service systems in nine countries, revealing the patterns that are developing during transition. They apply the methodological framework developed by the Civil Service Research Consortium to each country, providing a high degree of coherence that facilitates comparative analysis. They consider such aspects as the history of the system, internal labor markets, public opinion, relations between politicians and administrators, and civil service reform and development. They also take into account outside factors such as the possibility of joining the European Union. Annotation copyrighted by Book News, Inc., Portland, OR

Book Synopsis Transitions from Authoritarianism by : Randall Baker
Download or read book Transitions from Authoritarianism written by Randall Baker and published by Bloomsbury Publishing USA. This book was released on 2001-10-30 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Baker and his colleagues provide a blend of the theoretical and the empirical evidence in an examination of the nature of bureaucracy under non-democratic, authoritarian forms of government, whether on the right, as in Portugal, or the left, as in Bulgaria. In all these instances, the bureaucracy was constructed to serve the distorted interests of centralized, unaccountable power. Following the remarkable spread of democracy in the seventies in Iberia, the eighties in much of Latin America, parts of Asia and Africa, and the nineties in the former USSR and the Warsaw Pact countries, the main focus was on reforming the economy and the political institutions. Distinguished scholars concentrate on the inherited bureaucracy--the arm of government with which the people most often have to deal. They highlight the undemocratic, and sometimes antidemocratic, nature of the civil service that is supposed to serve democracy. Others consider the nature of reform as experienced, and as needed, why there is no major policy for real reform of the bureaucracy in many countries, and the similar experience of reforming from the left and the right. Contributors discuss specific experiences as case studies and examine the more general question of what lessons can be learned from this unique perspective into comparative public administration reform. Essential reading for scholars, students, policy makers, and others involved with comparative government and public administration.

Book excerpt: As China rises as an economic and an international power, new relationships are being forged with all areas of the world including Central and Eastern Europe. This book explores how this relationship is developing. It considers how China’s links with Central and Eastern Europe fit in to China’s overall international relations strategies. It looks at economic and trade ties, diplomatic initiatives and the role of the European Union, and examines China’s bilateral relations with the different states of the region. Available in PDF, EPUB and Kindle. Book excerpt: Strategic Management in the Arts looks at the unique characteristics of organisations in the arts and culture sector and shows readers how to tailor a strategic plan to help these diverse organizations meet their objectives. Strategic management is an essential element that drives an organisation’s success, yet many cultural organizations have yet to apply strategic thinking and entrepreneurial actions within the management function. Varbanova reviews the existing theories and models of strategic management and then relates these specifically to cultural organisations. Also included are sections on entrepreneurship and innovations in the arts, considering the concept of a ‘learning organisation’ – an organisation able to adapt its strategy within a constantly changing, complex environment. The book is structured to walk the reader through each element of the strategic plan systematically. With a fresh approach, key questions, examples, international cases to connect theory with practice and suggestions for further reading, this book is designed to accompany classes on strategic planning, cultural management or arts management.

Book Synopsis Central and Eastern European Media in Comparative Perspective by : Dr John Downey
Download or read book Central and Eastern European Media in Comparative Perspective written by Dr John Downey and published by Ashgate Publishing, Ltd.. This book was released on 2013-04-28 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Appearing more than twenty years after the revolutions in Central and Eastern Europe, this book could not have come at a more appropriate time; a time to take stock not only of the changes but also the continuities in media systems of the region since 1989. To what extent are media institutions still controlled by political forces? To what extent are media markets operating in Central and Eastern Europe? Do media systems in Central and Eastern Europe resemble media systems in other parts of Europe? The answers to these questions are not the same for each country in the region. Their experience is not homogeneous. An international line up of distinguished experts and emerging scholars methodically examine the different economic, political, cultural, and transnational factors affecting developments in media systems across Central and Eastern Europe. Whereas earlier works in the media system tradition have, in the main, adopted the political framework of comparative politics, the authors argue that media systems are also cultural and economic institutions and there are other critical variables that might explain certain outcomes better. Topics discussed range from political economy to gender inequality to the study of ethno-cultural diversity. This unmatched volume gives you the unique opportunity to study the growing field of comparative media analysis across Eastern and Western Europe. A valuable resource that goes beyond the field of media and cultural analysis which media scholars as well as to area specialists should not go without!
