In light of this transformation, the analysis focuses on the supply side of the technology equation, exploring how the enabling environment and regulations related to trade and intellectual property rights stimulate Research and Development to raise productivity. Over the past 150 years, and especially over the second th half of the 20 Century, public investments in agricultural R&D in the United States grew faster than the value of agricultural production. Public spending on agricultural science grew similarly in other more-developed countries, and c- lectively these efforts, along with private spending, spurred agricultural prod- tivity growth in rich and poor nations alike. The value of this investment is seldom fully appreciated. The resulting p- ductivity improvements have released labor and other resources for alternative uses—in 1900, 29. 2 million Americans (39 percent of the population) were - rectly engaged in farming compared with just 2. 9 million (1. 1 percent) today— while making food and fiber more abundant and cheaper. The benefits are not confined to Americans. U. S. agricultural science has contributed with others to growth in agricultural productivity in many other countries as well as the Un- ed States. The world’s population more than doubled from around 3 billion in 1961 to 6. 54 billion in 2006 (U. S. Census Bureau 2009). Over the same period, production of important grain crops (including maize, wheat and rice) almost trebled, such that global per capita grain production was 18 percent higher in 2006.

As a result, a frequent debate centers on whether the apparel industry--the most female-intensive and globally engaged manufacturing industry--can be a key player in this strategy. In recent decades, the apparel industry has shifted production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force from agriculture and informal work. But is an apparel-led export strategy sufficient to induce a broader transition from jobs women do to survive to careers promising stable employment and a sense of identity? 'From Jobs to Careers' answers this question by focusing on seven countries where apparel plays a vital role in their export baskets--Bangladesh, Cambodia, the Arab Republic of Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. It finds that the apparel industry indeed can serve as a launching pad to bring more women into the labor market. For this approach to work, however, complementary policies must tackle the barriers that hinder women's pursuit of long-term workforce participation and better-paid occupations. Key policy recommendations include increasing the participation of female production workers in export-oriented apparel manufacturing and associated industries, upgrading within manufacturing-related industries, boosting access to education, and breaking glass ceilings. The report also seeks to shift the paradigm of how we think of women in the labor force by stressing the importance of their transition from jobs to careers--the so-called 'quiet revolution.'

It is the first study to report regional patterns of productivity growth in Chinese agriculture. There have been dramatic differences in output and productivity growth among Chinese regions. The second contribution is to measure the separate effects of technical change and institutional reform on productivity growth. Much of the rapid growth in agricultural production and in productivity since the late 1970s has been a consequence of an important series of institutional reforms. The third contribution is the first test of the induced innovation hypothesis against experience in a centrally planned economy. Regional patterns of productivity growth are consistent with the hypothesis that the path of technical change has been responsive to regional differences in resource endowments.
