Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. Book excerpt: This book offers an analysis of the formation of the Dominican state and explores the development of state-society relations since the late nineteenth century. Emelio Betances argues that the groundwork for the establishment of a modern state was laid during the regimes of Ulises Heureaux and Ramï¿1⁄2ï¿1⁄2res. The U.S. military government that followed later expanded and strengthened political and administrative centralization. Between 1886 and 1924, these administrations opened the sugar industry to foreign capital investment, integrated Dominican finance into the international credit system, and expanded the role of the military. State expansion, however, was not accompanied by a strengthening of the social and economic base of national elites. Betances suggests that the imbalance between a strong state and a weak civil society provided the structural framework for the emergence in 1930 of the long-lived Trujillo dictatorship.Examining the links between Trujillo and current caudillo Joaquï¿1⁄2Balaguer, the author traces continuities and discontinuities in economic and political development through a study of import substitution programs, the reemergence of new economic groups, and the use of the military to counter threats to the status quo. Finally, he explores the impact of foreign intervention and socioeconomic change on the process of state and class formation since 1961.

Yet Colombian society rejected it in a polarizing referendum, amid an emotive disinformation campaign. A renegotiated deal began to be implemented, albeit haunted by a legitimacy deficit. Gwen Burnyeat, a political anthropologist and peace practitioner, joined the Office of the High Commissioner for Peace, the government institution responsible for peace negotiations, which created a "peace pedagogy" strategy, a world first in peace processes, to explain the agreement to Colombian society. Her multi-scale ethnography, based on unprecedented access to government officials, reveals the challenges they experienced in representing the government to skeptical audiences and translating the peace process for public opinion. Through peace pedagogy, officials embodied the government and became the relay between state and citizens--effectively, the face of the Santos government. Burnyeat argues that Santos' failure to mobilize society was the fatal flaw in the peace process. As in the UK's Brexit referendum and the US Trump election, rational explanations were powerless against disinformation because political views are shaped by emotions, culture, history, and identity. The Face of Peace offers the Colombian case as a mirror to the global crisis of liberalism, shattering the fantasy of rationality that haunts liberal responses to "post-truth" politics"--
