This research develops new, robust simplified procedures to estimate shear-induced displacements of earth and waste structures and natural slopes and to estimate shear-induced settlement of structures founded atop liquefiable soils. Most simplified procedures for estimating seismic slope displacements are based on variations of the Newmark (1965) sliding block analyses. These procedures were developed largely using earthquake ground motions from shallow crustal earthquakes along active plate margins (e.g., California earthquakes). These semi-empirical procedures should not be applied directly to other seismo-tectonic settings, such as subduction earthquake zones, without evaluating their applicability for tectonic settings for which they were not originally developed. In this study, a simplified procedure for estimating seismic shear-induced permanent displacements in slopes located in subduction earthquake zones is developed. The primary source of uncertainty in assessing the likely performance of an earth slope or system during an earthquake is the input ground motion. Hence, a comprehensive database containing 810 recorded ground motions from subduction zone interface earthquakes was developed and used to compute seismic slope displacements. The proposed seismic slope displacement model captures the primary influence of the system's yield coefficient ky, its initial fundamental period Ts, and the ground motion's spectral acceleration at a degraded period of the slope taken as 1.5 Ts. The motivation was to develop a much needed tool for use in developing the seismic requirements for structural designs. An earthquakes̀ ground motion is a function of the earthquakes̀ magnitude, and the physical properties of the earth through which the seismic waves travel from the earthquake fault to the site of interest. The emphasis of this study is on ground motion estimation in Eastern North America (east of the Rocky Mountains), with particular emphasis on the Eastern United States and southeastern Canada. Eastern North America is a stable continental region, having sparse earthquake activity with rare occurrences of large earthquakes. While large earthquakes are of interest for assessing seismic hazard, little data exists from the region to empirically quantify their effects. Therefore, empirically based approaches that are used for other regions, such as Western North America, are not appropriate for Eastern North America. Moreover, recent advances in science and technology have now made it possible to combine theoretical and empirical methods to develop new procedures and models for estimating ground motion. The focus of the report is on the attributes of ground motion in Eastern North America that are of interest for the design of facilities such as nuclear power plants. Specifically considered are magnitudes M from 5 to 8, distances from 0 to 500 km, and frequencies from 1 to 35 Hz.

Book excerpt: This dissertation investigates the issue of selecting and scaling ground motions as input excitations for response history analyses of buildings in performance-based earthquake engineering. Many ground motion selection and modication (GMSM) procedures have been developed to select ground motions for a wide variety of objectives. In this research, we focus on the selection and scaling of single, horizontal components of ground motion for estimating seismic demand hazard curves (SDHCs) of multistory frames at a given site. In Chapter 2, a framework is developed for evaluating GMSM procedures in their ability to provide accurate estimates of the SDHC. The notion of a benchmark SDHC is introduced, enabling biases caused by GMSM procedures to be isolated from other sources of bias. More importantly, the ability to quantify bias facilitates the identication of intensity measures (IMs) that are sufficient. However, this approach is limited by the availability of recorded ground motions and of prediction models for engineering demand parameters (EDPs) of structures. The framework developed in Chapter 2 is applied to synthetic ground motions in Chapter 3, where biases in estimates of SDHCs caused by GMSM procedures can be estimated for any structural system and any EDP. However, the use of synthetic ground motions gives rise to the issue of developing benchmark-consistent ground motion prediction models. Based on the results from Chapters 2-3, it is hypothesised that the potential bias in any SDHC estimate is caused directly by two important properties of the particular selection of ground motions: (i) hazard consistency, and (ii) IM sufficiency. A novel ground motion selection procedure, rooted in the theory of Importance Sampling, is developed in Chapter 4 that allows: (i) hazard consistency of the selected motions to be directly enforced for a user-specified collection of IMs, and (ii) SDHCs of a structure to be estimated from a single ensemble of ground motions, with the option of avoiding record scaling altogether. This procedure, together with two other contemporary GMSM procedures -- (i) "exact" Conditional Spectrum and (ii) Generalized Conditional Intensity Measure -- are evaluated in Chapters 5-6 for a variety of structural systems and EDPs at a specified site. In these chapters, the amount of effort involved in implementing these procedures for estimating SDHCs is summarized in a step-by-step form, and the magnitude of biases caused by these procedures are documented.

The report contains a catalog of all known earthquakes large enough to be felt or of body-wave magnitude greater than or equal to 3. The data of the catalog are plotted on a map, which together with structural geological information is used to identify eight seismic source zones in the central United States. The boundaries of the source zones are inexact, so that special study will be required for establishing credible ground-motion values for sites near the boundaries. A maximum-magnitude earthquake is determined for each zone, as well as a magnitude-recurrence equation. Using the Murphy-O'Brien formulation, as well as theoretical results of Herrmann and a limited amount of strong-motion data for the central United States, equations are derived for that region which relate maximum horizontal acceleration and velocity to body-wave magnitude and epicentral distance.
