In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

The rural poor, especially women, have been marginalized; urban migrants have become desperate unemployed squatters, not well-paid industrial workers; and environmental degradation has proved severe. The authors argue that many development programmes go awry because the authorities neglect essential development issues. Development must be defined in terms of the provision of basic human needs which include life expectancy, infant mortality, and literacy indicators which reflect the quality of life of the bulk of the population, not just a narrow elite. What they suggest is that the issues neglected by the conventional approach must be addressed if true development is to occur.

Despite this strengthened nutritional mandate, agricultural policies and programs have struggled to develop effective, scalable and cost-effective approaches for reducing undernutrition. This study was therefore undertaken to assess more the more strategic issue of how to re-design agricultural development strategies for greater nutritional impact. To do so we review the literature on agriculture-nutrition linkages through an economic lens, focusing on systemic agriculture-nutrition linkages that go beyond the much-explored question of how a farm family’s agricultural activities affect their own household members’ food consumption or nutrition outcomes. To that end we structured this review around three types of linkages between agriculture and nutrition: (i) agricultural income effects (including income stability); (ii) relative food price determination (including the shadow prices involved in consuming one’s own production); and (iii) agricultural livelihood characteristics (encompassing the many neglected dimensions of agricultural activities and rural livelihoods that influence nutrition and health). For each of these literatures we reflect upon relevant economic theory, methodological challenges, and key empirical evidence. We conclude with a brief discussion of the implications of these findings for developing more nutrition-sensitive agricultural development strategies.

Most theories of agricultural development are based on the experiences of western Europe and the United States while the two models for successful "late development" have been Japan and the Soviet Union. This book surveys the evolution of agriculture under colonialism in Latin America, Africa, and Asia and concludes that this long period distorted the development prospects for these areas and retarded the production of food. Under strong state capitalist governments, a few underdeveloped countries have broken the colonial patterns of development. However, other post-revolutionary societies are having far less success because of economic blockades and outside military intervention. While the primary focus of the book is on the short-run problems of inequality, the author examines the long-run ecological and resource constraints to a sustainable food system and raising the standard of living in the underdeveloped world.

Book excerpt: Over the past 25 years, economic growth rates in many developing countries have outpaced those in industrialized countries, and per capita incomes of these two groups of countries have started to converge. Growth in developing countries contributed to a dramatic drop—from 37 percent to 13 percent—in the global extreme poverty rate between 1990 and 201. However, the global economic outlook has deteriorated recently. This paper examines the impact of the actual and projected slowdown in the world economy since 2012 on the poor and on the potential for achievement of the Sustainable Development Goals (SDGs). It builds on the changes between 2012 and late 2015 in the International Monetary Fund’s World Economic Outlook projections to provide the basic slowdown scenario. It then uses a global model to assess the impacts of lower rates of productivity growth and consequent lower savings and investment on key price and income variables. The productivity shocks are passed directly to the production activities included in household microsimulation models for almost 300,000 households. These households are also affected by the modeled changes in prices and wages. Simulations allow us to assess the impacts of the slowdown on the real household incomes of the poor, and hence on the poverty rate. The results suggest that the poorest countries will see the greatest slowdown in poverty reduction, with over 5 percent of their population projected to remain below the poverty line. Overall 38 million fewer people will leave extreme poverty compared to earlier projections. Farm households are at particular risk in middle-income countries, with over 1.5 percent more of the farming population potentially not escaping extreme poverty in these countries. By 2030, average extreme poverty in rural areas is now projected to be about 7.5 percent, rather than 7.1 percent. While substantial poverty reduction is still expected between now and 2030, a strong focus on policies for poverty reduction will be vital to achieving the first SDG goal of eliminating poverty.

Yet the nature and dimensions of these problems have been changing over time. As economic systems have developed, specialization has increased; and this has led to increased interdependences of rural and urban areas, of agricultural and nonagricultural sectors, and of nations. When the International Institute for Applied Systems Analysis (IIASA) began the Food and Agriculture Program (FAP) in 1976, we started with these objectives: (1) To evaluate the nature and dimensions of the world food situation. (2) To identify the factors that affect it. (3) To suggest policy alternatives at national, regional, and global levels: (a) To alleviate current food problems. (b) To prevent food problems in the future. To realize these objectives, FAP was organized around two major tasks. The first task was directed at national policy for food and agriculture in an international situation. Here, computable general equilibrium models were developed for nearly 20 major developed and developing countries and were linked together to examine food trade, aid, capital flows, and how they affect hunger, in addition to the effects of national government policies, which were also considered in detail. This approach, however, needed to be complemented by another approach that dealt with food production at the farm level.
