Book excerpt: Smaller nations have a special place in the international system, with a striking capacity to defy the expectations of most observers and many prominent theories of international relations. This volume of classic essays highlights the ability of small states to counter power with superior commitment, to rely on tightly knit domestic institutions with a shared "ideology of social partnership," and to set agendas as "norm entrepreneurs." The volume is organized around themes such as how and why small states defy expectations of realist approaches to the study of power; the agenda-setting capacity of smaller powers in international society and in regional governance structures such as the European Union; and how small states and representatives from these societies play the role of norm entrepreneurs in world politics -- from the promotion of sustainable solutions to innovative humanitarian programs and policies..

Available in PDF, EPUB and Kindle. Book excerpt: By the early 1980s the average American had a lower standard of living than the average Norwegian or Dane. Standards of living in the Netherlands, Belgium, Sweden, Switzerland, and Austria also rivaled those in the United States. How have seven small democracies achieved economic success and what can they teach America? In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world—a more effective way than the United States and several other large industrial countries have yet managed to discover.

Book excerpt: The author’s argument ties this literature to a field that is often called the logic of inquiry. He criticizes an influential and deliberately analytical approach to the study of international conflict and show what can be gained by bringing more integrative or synthetic approaches to bear on problems in the field. The study started as an effort to work out some problems in international relations theory and it has remained that through eight years of writing and research. Still, the book is more than incidentally about the Middle East, and evidence from the region informs the argument made here. This evidence is of two kinds: traditional historical material from both primary and secondary sources, and data on events that have occurred during the course of both conflictual and cooperative exchanges between the actors there. The treatment focuses on the relationship between Egypt and Israel between 1967 and 1979, a period that saw their relations pass from the most intense antagonism to a reasonable degree of comity if not friendship.

Available in PDF, EPUB and Kindle. Book excerpt: This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book discusses the strategies and practices deployed by the Colombian government to influence US foreign policy decision making at the bureaucratic, legislative and executive levels, and is a distinctive contribution to our understanding of the dynamics of small power agency. Giving a clearer insight into the decision making processes in both the US and Colombia, this book founds its argument on solid empirical analysis assembled from interviews of the major players in the events including: Andres Pastrana, President of Colombia; Thomas Pickering, US State Department; Arturo Valenzuela, Senior Director for Inter-American Affairs at the NSA; General Barry McCaffrey, the US ‘Drug Czar’; and Dennis Hastert, Speaker of the US House of Representatives. Approaching the events in question from a bottom-up theoretical perspective that puts the emphasis on the facts of the case, this book will be of great interest to academics, students and policy makers in the field of foreign policy analysis, US foreign policy studies, and Latin American studies.
