Book excerpt: This study reviews recent empirical research on the effect of school vouchers on student achievement (particularly for low-income minorities attending private schools) and the effect of the threat of vouchers on low-performing public schools. The study examines the Milwaukee voucher experiment, the Cleveland voucher program, and new voucher research. Research on the voucher programs in Cleveland and Milwaukee indicate that for African American students these programs have little or no positive effect on their academic achievement. Research from Dayton, Ohio, New York, New York, and Washington, D.C. shows no significant test score gains for Hispanic and White voucher students but statistically significant gains for African American students. However, several methodological issues make these comparisons of achievement problematic. Findings that the threat of vouchers for students in failing public school caused math and writing gains among Florida's lowest-performing schools to increase significantly more than gains of higher-performing schools are plagued by methodological problems. Three papers are appended: "What Caused the Effects of the Florida A+ Program: Ratings or Vouchers?" From the growth of vouchers and charter schools to the implementation of No Child Left Behind, policy makers have increasingly turned to market-based models to help improve our schools, believing that private institutions—because they are competitively driven—are better than public ones. With The Public School Advantage, Christopher A. and Sarah Theule Lubienski offer powerful evidence to undercut this belief, showing that public schools in fact outperform private ones. For decades research showing that students at private schools perform better than students at public ones has been used to promote the benefits of the private sector in education, including vouchers and charter schools—but much of these data are now nearly half a century old. Drawing on two recent, large-scale, and nationally representative databases, the Lubienskis show that any benefit seen in private school performance now is more than explained by demographics. Private schools have higher scores not because they are better institutions but because their students largely come from more privileged backgrounds that offer greater educational support. After correcting for demographics, the Lubienskis go on to show that gains in student achievement at public schools are at least as great and often greater than those at private ones. Even more surprising, they show that the very mechanism that market-based reformers champion—autonomy—may be the crucial factor that prevents private schools from performing better. Alternatively, those practices that these reformers castigate, such as teacher certification and professional reforms of curriculum and instruction, turn out to have a significant effect on school improvement. Despite our politics, we all agree on the fundamental fact: education deserves our utmost care. The Public School Advantage offers exactly that. By examining schools within the diversity of populations in which they actually operate, it provides not ideologies but facts. And the facts say it clearly: education is better off when provided for the public by the public.

In this paper, I use a variety of estimation strategies and samples to estimate the effect of the program on math and reading scores. First, since schools selected students randomly from among their applicants if the school was oversubscribed, I compare the academic achievement of students who were selected to those who were not selected. Second, I present instrumental variables estimates of the effectiveness of private schools (relative to public schools) using the initial selection as an instrumental variable for attendance at a private school. Finally, I used a fixed-effects strategy to compare students enrolled in the private schools to a sample of students from the Milwaukee public schools. I find that the Milwaukee Parental Choice Program appears to have had a positive effect on the math achievement of those who attended a private school; but had no benefits for reading scores. I have found the results to be fairly robust to data imputations and sample attrition, however these limitations should be kept in mind when interpreting the results

The LSP provides public funds for disadvantaged students at low-performing Louisiana public schools to attend private schools of their choice. LSP vouchers are allocated by random lottery at schools with more eligible applicants than available seats. We estimate causal effects of voucher receipt by comparing outcomes for lottery winners and losers. This comparison reveals that LSP participation substantially reduces academic achievement. Attendance at an LSP-eligible private school lowers math scores by 0.4 standard deviations and increases the likelihood of a failing score by 50 percent. Voucher effects for reading, science and social studies are also negative and large. An exploration of mechanisms suggests these effects are not due to private schools' inexperience with the program, disruption caused by school switching, or the quality of public school options available to LSP applicants. Negative voucher effects may be due in part to selection of low-quality private schools into the LSP: participating private schools charge lower tuition than other private schools and experience enrollment declines prior to entering the program. The program's negative math effects are concentrated among the eligible schools with lowest tuition.

While the analysis indicates that legal constraints still loom over voucher policy, school vouchers have become politically and programmatically viable as a policy alternative. The study concludes that vouchers programs are a beneficial and, pending legal outcomes, practical policy alternative.

Broadly the term 'school choice' is used to describe the options available for families to send children to school(s) other than the one they are residentially assigned to. Private school choice interventions known as 'school vouchers,' offer public or private funding to enable families to send their children to private school. Research in 1970s and 80s by James Coleman and his colleagues showed a private school advantage in student achievement and graduation rates, in comparison to traditional public schools. Competing evidence was presented by Christopher Lubienski and Sarah Lubienski in 2013, claiming a public school advantage in student achievement. The debates surrounding a particular school sector advantage can be better addressed using causal evidence and using large datasets to understand possible mechanisms that differentiate the school sectors.This dissertation reports on four analyses of the possibility of a private school advantage, using a variety of data. The first study looks at overall evidence on student achievement in math and reading scores from causal studies on private school vouchers around the globe. The second study offers a supplemental cost-effectiveness evaluation of the same set of voucher programs.In the third study, nationally representative data on public and private school principals is analyzed to study principal autonomy over seven school-level activities across school sectors. Using the same dataset, the fourth study examines the determinants of principal attrition across school sectors. Principals' stated responses to stay in the profession in the baseline year are compared to their revealed status a year later. Some contributions of this dissertation are evidence of vouchers increasing reading test scores more in comparison to math test scores and a larger test score impact in developing countries than in the U.S. The dissertation finds more autonomy over school-level activities and more likelihood to remain in the profession for the private school principal in comparison to the traditional public school principal. Hence, future studies may test the role of principal autonomy and principals' remaining in the profession as a mediator of school choice outcomes.

Book excerpt: Although small, carefully managed voucher programs might provide a helpful safety valve for some disadvantaged children, policy makers should be under no illusion that such programs will address the fundamental challenge of providing an adequate education to the large numbers of such students in many urban centers. Contrary to the claims of many voucher advocates, widespread use of school vouchers is not likely to generate substantial gains in student achievement or in the productivity of the U.S. K-12 education system. Any gains in overall student achievement due to vouchers are likely to be small at best. Moreover, given the tendency of parents to judge schools in part by the characteristics of the students in them, a universal voucher system would harm large numbers of disadvantaged students, who would wind up grouped together in schools that more motivated and/or talented students had left. Claims that performance at these schools would eventually rise because of competition within a voucher system, or that these schools would be replaced by better ones, is not borne out by research. At the same time, there are sound arguments for giving families more power to choose the schools their children attend. The challenge for policy makers is to find ways to expand parental choices without excessively privileging the interests of individual families over the social interests that justify the public funding of K-12 education. A large-scale voucher program could potentially affect student achievement through three interrelated mechanisms: (1) Shifting students from the public sector to the private sector: (2) Generation of socioeconomic and racial polarization of students among schools as some students and families seek to improve the quality of their peers; and (3) Increased competition among schools for students. Evidence for examining these mechanisms and the effects of vouchers is limited. Studies cited in this article do not provide compelling evidence to support the view that the private sector generates higher achievement than the public sector. Nor is there clear evidence that peer effects could affect overall productivity. Although proponents argue that competition would increase achievement by forcing the public schools to become more effective, the writer notes that if low-performing students left the public schools via vouchers, average achievement scores at those schools would naturally rise. These conclusions do not rule out other types of benefits, such as those that would accrue to families who used school vouchers to achieve a better match between their values, including their religious values, and the values of the schools their children attend. The results do imply, however, that the debate about voucher programs should revolve around the desirability of benefits of that type rather than around their alleged contribution to student achievement. Attention will be given to the following research question: Does participation in the Cleveland Scholarship and Tutoring Grant Program have the hypothesized positive effect on traditional public school students' academic achievement? Cleveland's voucher program provides an ideal contextualized setting for ascertaining the extent to which school choice programs afford poor families the same educational options available to affluent families. This study concludes that overall there are no statistically significant gains in voucher students' academic achievement. In fact, it appears that some voucher students performed slightly worse in math. The program does, however, afford low-income students the opportunity to attend private secular or religious schools in accordance with the program's initial design and intent.
