Academic/practical relevance: Priorities are a commonly recommend way to reduce waiting costs, but it is not clear whether they help customers. Methodology: We build an analytical model that assumes that consumers are privately informed of their waiting cost and cannot observe the queue. Results: Whether priorities increase consumer surplus relative to first-in, first-out service depends on the model of customer utility and on the distribution of waiting costs. If all customers have the same value of the service independent of waiting costs, priorities essentially always lower consumer surplus. If a customer's value of the service is an increasing function of her waiting cost, priorities lower [increase] surplus if the waiting cost distribution has a decreasing [increasing] mean residual life. Priorities potentially make all customers worse off; low priority customers may pay a higher out-of-pocket price than they would under first-in, first-out service. Managerial implications: Decision makers - whether managers or policy makers - should be cognizant of how priorities impact consumers. While priorities have benefits, they often serve to shift value to from consumers to firms.

Book excerpt: Service providers, in the presence of congestion and heterogeneity of customer waiting costs, often introduce a fee-based premier option using which the customers self-segment themselves. Examples of this practice are found in health care (concierge medicine), amusement parks, government (consular services), and transportation. Using a single-server queuing system with customer waiting costs modeled as a Burr Distribution, we perform a detailed analysis to (i) determine the conditions (fees, cost structure, etc.) under which this strategy is profitable for the service provider, (ii) quantify benefits accrued by the premier customers; and (iii) evaluate the resulting impact on the other customers. We show that such self-selecting priority systems can be pareto-improving in the sense that they are beneficial to everyone. These benefits are larger when the variance in the customer waiting costs is high and the system utilization is high. We complement these results with data on the adoption of MDVIP (the most popular concierge medical service in the US) and show that the areas where it was adopted have higher median incomes and older population and thus are amenable to higher revenues for the service provider. Numerical results indicate that planning for a 30% enrollment in the high-priority option is robust in ensuring that all the stakeholders benefit from the proposed strategy.

Each customer gains a value when receiving a product or getting served and suffers when incurring a delay. We consider a nonlinear waiting cost function to capture the sensitivity of customers toward delay. We investigate customers' behavior and system manager's strategy in two different settings: (1) customers are served in a service system, or (2) they receive a product in a supply chain. In the first model, we study an unobservable queueing system. We consider that customers are impatient, and are faced with decision problems whether to join a service system upon arrival, and whether to remain or renege at a later time. The goal is to address two important elements of queueing analysis and control: (1) customer characteristics and behavior, and (2) queueing control. The literature on customer strategic behavior in queues predominately focuses on the effects of waiting time and largely ignores the mixed risk attitude of customer behavior. Empirical studies have found that customers' risk attitudes, their anticipated time, and their wait time affect their decision to join or abandon a queue. To explore this relationship, we analyze the mixed risk attitude together with a non-linear waiting cost function that includes the degree of risk aversion. Considering this behavior, we analyze individuals' joint balking and reneging strategy and characterize socially optimal strategy. To determine the optimal queue control policy from a revenue-maximizer perspective, which induces socially optimal behavior and eliminates customer externalities, we propose a joint entrance-fee/abandonment-threshold mechanism. We show that using a pricing policy without abandonment threshold is not sufficient to induce socially optimal behavior and in many cases results in a profit lower than the maximum social welfare the system can generate. Also, considering both customer characteristics and queue control policy, our findings suggest that customers with a moderate anticipation time provide higher expected revenue, acknowledging the importance of understanding customer behavior with respect to both wait time and risk attitude in the presence of anticipation time. In the second model, we consider a two-echelon production inventory system with a single manufacturer and a single distribution center (DC) where the manufacturer has a finite production capacity. There is a positive transportation time between the manufacturer and the DC. Each customer gains a value when receiving the product and suffers a waiting cost when incurring a delay. We assume that customers' waiting cost depends on their degree of impatience with respect to delay (delay sensitivity). We consider a nonlinear waiting cost function to show the degree of risk aversion (impatience intensity) of customers. We assume that customers follow the strategy p where they join the system and place an order with probability p. We analyze the inventory system with a base-stock policy in both the DC and the manufacturer. Since customers and supply chain holder are strategic, we study the Stackelberg equilibrium assuming that the DC acts as a Stackelberg leader and customers are the followers. We first obtain the total expected revenue and then derive the optimal base-stock level as well as the optimal price at the DC.

Moreover, to determine the order of service, each customer (upon arriving to the system) is assigned a priority level that is unique to the class to which it belongs. In static priority queues, the priority level of a class-$k$ ($k=1,2,\ldots,N$) customer is assumed to be constant with respect to time. This simple prioritization structure is easy to implement in practice, and as such, various types of static priority queues have been analyzed and subsequently applied to real-life queueing systems. However, the assumption of constant priority levels for the customers may not always be appropriate. Furthermore, static priority queues can often display poor system performance as their design does not provide systems managers the means to balance the classical trade-off inherent in all priority queues, that is: reducing wait times of higher priority customers consequently increases the wait times for those of lower priority. An alternative to static priority queues are accumulating priority queues, where the priority level of a class-$k$ customer is assumed to accumulate linearly at rate $b_k>0$ throughout the class-$k$ customer's time in the system. The main benefit of accumulating priority queues is the ability, through the specification of the accumulating priority rates $\{b_k\}_{k=1}^N$, to control the waiting times of each class. In the past, due to the complex nature of the accumulating prioritization structure, the control of waiting times in accumulating priority queues was limited -- being administered only through their first moments. Nowadays, with the advent of a very useful tool called the maximal priority process, it is possible to characterize the waiting time distributions of several types of accumulating priority queues. In this thesis, we incorporate the concept of accumulating priority to several previously analyzed static priority queues, and use the maximal priority process to establish the corresponding steady-state waiting time distributions. In addition, since static priority queues may be captured from accumulating priority queues, useful comparisons between the considered accumulating priority queues and their static priority counterparts are made throughout this thesis. Thus, in the end, this thesis results in a set of extensive analyses on these highly flexible accumulating priority queueing models that provide a better understanding of their overall behaviour, as well as exemplify their many advantages over their static priority equivalents.

Book excerpt: Traditional queuing theory assumes types are known or perfectly observed, and each type is typically put in its type-specific queue which is prioritized using some version of the celebrated c-mu rule; we call this type-based queueing. We study feature-based priority queuing where types are not perfectly observed but are inferred from observed features using a ``classifier.'' A practically appealing approach combines an off-the-shelf classifier that predicts the type with type-based priority queueing. We propose a direct approach that optimizes the classifier to directly predict the priority queue from features. The explicit modeling of the classifier in the queueing-system design is the novel contribution of this paper. We present an analytic model to study the optimal queue classification that minimizes queuing delay costs. We study how the optimal number of priority queues and the assignment of features to queues changes with the classifier accuracy. We present a numerical study on a real data set of medical images utilized in digital triage in radiology. We find that, relative to type classification, optimal feature-based priority queuing can improve delay costs by up to 54% using state-of-the-art image classifiers.
