Book excerpt: Removing small artificial barriers that impede upstream migrations of fish is a major problem in fish habitat restoration. Because of funding limitations, it is necessary to prioritize fish passage barrier restoration project decisions. Existing protocols have usually been based only on simple scoring/ranking procedures that can be cost-inefficient in terms of increasing the amount of accessible instream habitat. This new approach uses a combination of the scoring/ranking method combined with an optimization algorithm based on linear programming techniques to minimize restoration project costs while maximizing fish habitat resource values. I developed a scoring/ranking protocol to rank sites in order from high to low priority for fish passage restoration or improvement that was applied to 98 sites previously surveyed for fish passage status on the Kenai Peninsula. Conceptual designs were developed and estimated cost ranges were prepared for each of the 98 barriers. Prioritization was based on the quantity and quality of upstream habitat, fish species composition, the extent of the barrier, presence of downstream barriers, the condition of the culvert, whether the culvert was scheduled for maintenance, and the estimated cost range for restoring fish passage. Based on the prioritization score, I then identified the top third (n=33) of the potential sites to be analyzed by the optimization algorithm. Eight fish passage projects were ultimately identified and are described in this report.
