Oritsejafor and Cooper demonstrate that "primitive accumulation," believed by both Adam Smith and Karl Marx to be a process that precedes capitalism, is actually an integral part of capitalism. They also validate the thesis that capitalism incorporates racism as an organizing tool for the exploitation of labor in Africa and on a global scale. Sudanese slaves served Sudanese masters until the region was conquered by the Turks, who practiced slavery on a larger, institutional scale. When the British took over the Sudan in 1898, they officially emancipated the slaves, yet found it impossible to replace their labor in the country’s economy. This pathfinding study explores the process of emancipation and the development of wage labor in the Sudan under British colonial rule. Ahmad Sikainga focuses on the fate of ex-slaves in Khartoum and on the efforts of the colonial government to transform them into wage laborers. He probes into what colonial rule and city life meant for slaves and ex-slaves and what the city and its people meant for colonial officials. This investigation sheds new light on the legacy of slavery and the status of former slaves and their descendants. It also reveals how the legacy of slavery underlies the current ethnic and regional conflicts in the Sudan. By bringing a history of two centuries of dam development on the Nile in relation with the drainage of a hill slope in Ethiopia on the one hand and irrigation reform in Sudan on the other, the author shows how the scales, units and ‘populations’ figuring in projects to securitize the river emerge through the rearrangement of its water and sediments. The analysis of ‘Making water security’ is more than yet another story of how modern projects of water security have legitimized often violent dispossessions of Nile land and water. It shows how no water user is confined by the roles assigned by project engineers and planners. As ongoing modern ‘development’ of the river reduces the prospects for new large diversions of water, the targeted subjects of development and modernization make use of newly opened spaces to carve out their own projects. They creatively mobilize old irrigation and drainage infrastructures in ways that escape the universal logic of water security.
