Book excerpt: Decades of extensive research has shown full-year acceleration to be an effective provision for high-ability students, yet the strategy is still rarely offered in practice. As teachers are regarded as a critical element in the implementation of accelerative options, this study explores teachers’ attitudes concerning the use of full-year acceleration within the specific context of the primary sector in China and New Zealand. In addition, this study investigates to what extent teachers’ characteristics and views of intelligence are associated with their attitudes toward full-year acceleration. A quantitative-based cross-sectional design was employed, and data were collected using a convenience sample of in-service primary teachers. The results indicated that New Zealand participants, on average, had a positive attitude toward the impact of full-year acceleration on high-ability students, while Chinese participants reported a slightly less positive attitude and greater uncertainty. Both New Zealand and Chinese teachers expressed the greatest concern over the social impact of full-year acceleration and least concern for its leadership consequence. Accelerated students’ academic development caused the largest between-country differences among all dimensions in this study. New Zealand teachers’ number of years of teaching experiences was the only variable that had a statistically significant correlation with teachers’ attitudes toward full-year acceleration. Teachers’ mindsets (growth and fixed) of intelligence yielded small and inconsistent correlations with their views of full-year acceleration. There were large differences observed in both growth mindset and fixed mindset between teachers in China and New Zealand. The findings of this study suggested a need to raise awareness of full-year acceleration among teachers and school leaders, especially in the Chinese context. Official policies based on evidence-based research, plus professional development programs on gifted education are needed to support teachers in catering for high-ability students.

One hundred and eighty-seven teachers from 54 elementary schools in Beijing of China were surveyed using Charlotte Danielson Frame Work for Teaching Evaluation. The result showed that the relationship between years of teaching and higher titles is a positive correlation, which means with more teaching years of experience, teachers will get higher titles. A negative correlation was revealed between years of teaching and education levels, which means teachers who taught more years tend to get lower education levels. Teachers with higher titles also considered as more structural and skilled teachers. In general, most teachers hold positive attitudes towards this ranking system.

Indicators demonstrating the need for change include the relatively poor performance by American students on international tests and the small number of students performing at the highest levels on National Assessment of Educational Progress tests. Recent studies have shown that gifted and talented elementary school students have mastered 35-40% of the curriculum in five basic subjects before they begin the school year; most regular classroom teachers make few, if any, provisions for talented students; highest achieving students study less than an hour a day; and only 2 cents out of every $100 spent on K-12 education supports special opportunities for talented students. A review describes how gifted and talented students are currently identified, the number of students served, the kind of support available, the kind of education most gifted and talented students receive, and characteristics of effective programs for these students. Seven recommendations are offered: (1) set challenging curricular standards; (2) establish high-level learning opportunities; (3) ensure access to early childhood education; (4) increase learning opportunities for disadvantaged and minority children with outstanding talents; (5) broaden the definition of gifted (a broadened definition based on the federal Javits Gifted and Talented Education Act is offered); (6) encourage appropriate teacher training and technical assistance; and (7) match world performance.
