Book excerpt: Western politicians, pundits, and the public were wholly unprepared for the violent conflicts erupting in eastern and central Europe and the former Soviet Union after the end of the Cold War. The governments emerging from communism lack both the authoritarian control to suppress domestic differences and the democratic power to manage them. Old conflicts resurfaced and new ones were kindled in virulent form from Bosnia to Chechnya. The stability of governments and the status quo of borders have been thrown into question. Actual and threatened disintegration of states in the area is widespread. No reference points have emerged to replace the cold war paradigm. Nor is there a way of knowing which conflicts can be contained within accepted borders and which may spill over. The prospect not only of widening conflict, but also of new precedents challenging old certainties of international life, causes deep concern in western Europe and the United States. Europe has many experienced international organizations under whose umbrella states organize to achieve common purposes. This book asks how they have performed that function. How are these organizations attempting to deal with the many forms of internal conflict that are both the cause and the result of the end of communism and the East-West confrontation? Despite significant organizational and financial resources, the results have been meager. The authors show how difficult it is to achieve effective joint action on a sustained basis. They contend that a concerted effort to discover how to achieve joint action is the necessary next step in mobilizing international organizations for preventing ethno-national conflict. It investigates the conditions that enable vulnerable countries to prevent the perpetration of such violence. Structural prevention is commonly framed as the identifying and ameliorating of the ‘root causes’ of violent conflict, a process which typically involves international actors determining what these root causes are, and what the best courses of action are to deal with them. This overlooks why mass atrocities do not occur in countries that contain the presence of root causes. In fact, very little research has been conducted on what the causes of peace and stability are, particularly in relatively countries located in regions marred by civil war and mass atrocities. To better understand how such vulnerable countries prevent the commission of mass atrocities, this book proposes an analytical framework which enables not only an understanding of risk which arises from the presence of root causes, but also of the factors that build resilience in countries, and consequently mitigate and manage such risk. Using this framework, three countries – Botswana, Zambia and Tanzania, are analysed to account for their long term stability despite their location in neighbourhoods characterised by decades of civil war, ethnic repression and mass atrocities. This work is a significant contribution to the field of genocide studies and crimes against humanity and will be of interest to students and scholars alike.

This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits. Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences. Divide and Pacify contains a provocative thesis about the manner in which political strategy was used to consolidate democracy in post-communist Hungary, Poland, and the Czech Republic. Pieter Vanhuysse develops a tight argument emphasizing the strategic use of welfare and unemployment compensation policies by a government to nip potential collective action against it in the bud. By breaking up social networks that might otherwise facilitate protest, through unemployment and induced early retirement, governments were able to survive otherwise difficult economic circumstances. This novel argument linking economics, politics, sociology, and demography should stimulate wide-ranging debate about the strategic uses of social policy.

Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states. This book was first published in 2004.
