In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers. Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers. Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. This report also reviews how the military educates Service members and trains military criminal investigators and military lawyers about sexual assault offenses. The topic is both relevant and timely, as Congress is currently considering ways to address this issue. The Commission has authority to examine questions related to sexual assault in the military because the issues involve both sex discrimination and the denial of equal protection in the administration of justice.

Sexual violence is a complex, multi-faceted crime. Its causes and consequences are both multiple and enduring and our understanding of sexual violence is embedded within our social, cultural, and political constructs. As such, a response to sexual violence ought to be equally complex and multi-faceted. Alternative approaches might therefore be needed, such as positive criminology. This book explores positive criminology as a mechanism to reduce the risk of recidivism, eradicate harm, prevent reoffending as well as to help reintegrate those with histories of sexual abuse back into the community. In light of recent historic cases of sexual abuse and poor institutional response to these allegations, it opens with an overview of the current landscape of sexual offending. The book then reviews the current positive criminological approaches already in existence in the effort to prevent sexual abuse by outlining the approach of positive criminology and by demonstrating the many gaps in practice that might benefit from this new way of working to prevent sexual abuse. By highlighting that an alternative response to sexual violence is needed, and by presenting the idea that a positive criminological paradigm is worthy of further examination, this book will be of great interest to scholars of criminology, criminal justice, and forensic psychology.

Book excerpt: WHO developed its Management Response Plan (MRP) in October 2021 building on the recommendations of the Independent Commission on Allegations of Sexual Exploitation and Abuse in the Democratic Republic of the Congo during the Response to the Tenth Ebola Outbreak. The MRP crowdsourced ideas from WHO colleagues and leaders across the world, suggestions from WHO member states and incorporated best practice from across the UN system to address sexual exploitation, abuse, and harassment (SEAH). It launched the first accelerated phase of WHO’s work on preventing and response to all forms of sexual misconduct perpetrated by our personnel. In December 2022 the MRP was concluded with 92% of its 150 actions implemented and the remaining 8% transitioned into the three-year strategy for preventing and responding to sexual misconduct that came into effect in January 2023. This publication documents the implementation of the Management Response Plan by the World Health Organization over the period October 2021–December 2022.
