The monograph begins by examining the CBRN evolution and its impact to include recent conflicts. The monograph focuses on three areas. First, has the CBRN threat been adequately identified within the COE? This threat includes the possible agents and employment scenarios used against US Forces. Second, is the current force design within the US Army and US Army Chemical Corps properly structured to deal with the threat? Finally, based on the first two issues, what are the appropriate solutions? The monograph frames the US Army's current and future capabilities to operate in a CBRN environment. Army doctrine states US forces must operate in a CBRN environment with minimum degradation. The monograph provides a comparison of US Army capability against the COE CBRN threat construct. This comparison identifies the critical gap that currently exists between requirements and capabilities. Finally, the examination concludes that the US Army is not adequately postured to meet the CBRN COE threat. The monograph recommends the establishment of a multi-purpose CBRN organization at the Corps and Division level and a realignment of CBRN personnel and organizations.

Chemical, biological, radiological, and nuclear consequence management (CBRN CM) can be described as the overarching United States Government (USG) capability and the strategic national direction, to prepare for, respond to, and recover from the effects of a chemical, biological, radiological, and nuclear (CBRN) incident at home or abroad, and whether or not it is attributed to an attack using weapons of mass destruction (WMD). When required, the USG will coordinate its response to a CBRN incident in one of three ways based on the geopolitical situation. The Department of Homeland Security (DHS) is the USG lead agency for incident management that would include a domestic CBRN incident. Overseas, excluding homeland areas, the Department of State (DOS) is the USG lead for what is termed foreign consequence management (FCM). The geographic scope of the domestic CBRN response is associated with the US homeland. Generally, when tasked, Department of Defense (DOD) is a supporting agency, coordinating agency, or cooperating agency in support of DHS within the National Response Framework (NRF) and National Incident Management System (NIMS). A response could take place in a permissive or uncertain foreign operational environment. Requests for FCM originate from an affected nation through DOS. The military situation is when CBRN incidents occur requiring DOD to lead the USG response effort due to the lack of DOS and/or sufficient affected nation 'federal' presence as a result of military operations or for a CBRN incident on a DOD installation. CBRN CM provides the operational framework for those authorized measures DOD takes in preparation for anticipated CBRN incidents to mitigate the loss of life and property and to assist with the response and short-term recovery that may be required. This includes having plans, policies, procedures, training, and equipment necessary to effectively respond to CBRN incidents. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. The book also shows how technologies can be enablers for more effective strategies to mitigate these risks. 21st-century safety and security risks emanating from chemical, biological, radiological and nuclear materials – whether resulting from natural events, accidents or malevolent use - are increasingly shaped by technologies that enable their development, production or use in ways that differ from the past. Artificial intelligence, the use of cyberspace, the revolution in the life sciences, new manufacturing methods, new platforms and equipment for agent delivery, hypersonic weapons systems, information tools utilised in hybrid warfare – these and other technologies are reshaping the global security environment and CBRN landscape. They are leading to a growing potential for highly targeted violence, and they can lead to greater instability and vulnerability worldwide. At the same time, technology offers solutions to manage CBRN risks. Examples are faster detection, more accurate characterisation of the nature and origin of CBRN agents, new forensic investigation methods, or new medical treatments for victims of CBRN incidents. New educational concepts help to foster a culture of responsibility in science and technology and strengthen governance. New training methods help develop practical skills to manage CBRN risks more effectively. The book concludes that there is a growing need for a holistic framework towards CBRN risk mitigation. Traditional arms control mechanisms such as global, regional or bilateral treaties and export controls are still needed, as they provide a necessary legal and institutional framework. But laws and technology denial alone will not suffice, and institutional mechanisms can at times be weak. Given the pace of technological progress and the diffusion of critical knowledge, tools and materials, policymakers must accept that CBRN risks cannot be eliminated altogether. Instead, society has to learn to manage these risks and develop resilience against them. This requires a “softer”, broadly based multi-stakeholder approach involving governments, industry, the research and development communities, educators, and civil society. Furthermore, educating policymakers that cutting-edge technologies may seriously affect global strategic stability could create incentives for developing a more creative and contemporary arms control strategy that fosters cooperation rather than incremental polarisation.
