Les nouvelles dispositions et l'institution de l'autorité de protection de l'enfant et l'adulte (APEA) ont depuis parfois fait l'objet de vives critiques, ce qui a amené le Parlement à transmettre au Conseil fédéral quatre postulats le priant d'examiner plusieurs questions en rapport avec le nouveau droit et de rédiger un rapport à ce sujet. Dès le printemps 2016, le Conseil fédéral a, par ailleurs, laissé entrevoir que d'autres questions ayant trait à la nouvelle réglementation y seraient également traitées. Il ne s'agit cependant pas ici d'une évaluation globale du nouveau droit. Le Conseil fédéral estime en effet qu'une telle évaluation serait, à ce stade, prématurée. Le présent rapport se borne donc à traiter les questions soulevées dans les postulats susmentionnés et à débattre de certaines questions auxquelles on est aujourd'hui en mesure d'apporter des réponses.

It highlights continued progress made towards meeting international targets for malaria control to be achieved by 2010 and by 2015. International funds disbursed for malaria control increased from $200 million in 2004 to $1.5 billion in 2009. Since 2008, more than 289 million insecticide-treated mosquito nets have been delivered to sub-Saharan Africa, enough to protect three quarters of the 765 million persons at risk of the disease. Over the last decade, 11 countries in the Africa Region and 32 countries in other regions showed reductions of 50% or greater in either confirmed malaria cases or malaria admissions and deaths. Malaria control is making a major contribution to reducing mortality in children less than 5 years old and to attaining the health-related Millennium Development Goals.
