The state-of-the-art report critically reviews the available information on methods, equipment and materials used for snow and ice removal; chlorides found in rainfall and municipal sewage during the winter; salt runoff from streets and highways; deicing compounds found in surface streams, public water supplies, groundwater, farm ponds and lakes; special additives incorporated into deicing agents; vehicular corrosion and deterioration of highway structures and pavements; and effects on roadside soils, vegetation and trees. Highway deicing can cause injury and damage across a wide environmental spectrum. Recommendations describe future research, development and demonstration efforts necessary to assess and reduce the adverse impact of highway deicing.

Book excerpt: Air monitoring was performed on an aircraft deicing fluid collection system at the Cincinnati/Northern Kentucky International Airport (CNKIA). The goal of the study was to determine employee exposure to ethylene glycol and the target compounds of decomposition as maintenance was performed on the system. The maintenance work involved performing confined space entries to repair and maintain various diversion chambers, pump stations and storage tanks used to collect and convey spent aircraft deicing fluid. The collected deicing fluid during the period of the study was primarily ethylene glycol based. The study included low flow area air sampling of selected diversion valve pits, pump stations and storage tanks for the presence of ethylene glycol as well as ethanol, formaldehyde, and acetaldehyde which are suspected end products of decomposition of ethylene glycol. The study also included the collection of weekly samples using Draeger Tubes to test for ethylene glycol. Samples were collected in the spring, summer and winter months. The results of the study revealed that the target compounds of decomposition were detected in various concentrations throughout the sample study. All results for the decomposition compounds were well below established regulatory and recommended levels. The weekly analysis for ethylene glycol revealed the potential for exposure to ethylene glycol at the diversion valves and to a lesser extent at the deicing pad pump stations during periods of heavy deicing. Ceiling limits for ethylene glycol at deicing fluid collection valves appear to be exceeded during periods of deicing fluid use greater than 750 gallons per day.

Book excerpt: Under a Phase I SBIR program, METSS has demonstrated the technical feasibility of developing environmentally benign deicing/anti-icing fluids based on glucose, lactates, and their salts. Models developed by METSS to identify potential replacement materials for the current glycol-based systems governed the selection of these materials. These simple models take into account a number of physical, chemical, and structural attributes determined to be important to materials that exhibit good deicing/anti-icing behavior. Known structural attributes for biodegradability governed the selection of materials that would address environmental concerns. The formulations developed by METSS were subjected to tests derived from SAE AMS 1424. BOD and COD tests were performed to assess environmental impact. The results of the Phase I program clearly indicate the technical feasibility of developing direct replacement deicing/anti-icing fluids based on glucose and lactate systems that address environmental impact issues without compromising performance. Near term commercialization of the proposed systems is assured by the abundant supply of these low cost agricultural products, low processing costs, and a number of parties who have a vested interest in expanding markets for these materials. Further development of the proposed technologies should emphasize performance optimization, materials compatibility testing and formulation optimization efforts needed to support foil qualification testing against AMS 1424 and 1428 specifications.
