It provides recommendations for the Department against perpetrators of "targeted violence", those individuals who conduct pre-meditated attacks against specific individuals, populations or facilities. While the Task Force charter focused on predicting violent behavior, they determined the most effective means of responding to the challenge of target violence is to undertake preventive measures. To that end, the Task Force recommends a near term focus on threat management units to provide an effective, low-footprint means of mitigating threats of targeted violence in the DoD community. Key to the successful functioning of TMUs, information sharing between concerned parties must be improved to include providing better clarity on such sensitive issues as religious freedom, medical and legal privacy issues.
